-2- <br /> <br />STATES HOUSING AND HOME FINANCE AGENCY (HHFA) to direct and <br />coordinate the activities of the said agencies in the pre- <br />paration of a comprehensive transportation - land use <br />planning process, and, <br /> <br /> WHEREAS, A Policy Committee has developed and adopted a <br />"PROSPECTUS FOR A COMPREHENSIVE TRANSPORTATION - LAND USE <br />PLANNING PROGRAM PORTHE CLEVELAND-SEVEN COUNTY REGION", <br />dated June 15, 1964, hereinafter referred to as the-PROSPECTU£ <br />and as may be amended, outlines the area of study and re- <br />quires the preparation of Manuals of Procedure, as an initial <br />phase of the study, to serve as a guide for the development <br />of~the PLAN, and is the basis for agreements between the <br />affected subdivisions for the preparation of said Plan, <br /> <br /> NOW, THEREFORE, in consideration of the agreements con- <br />tained herein, the COU~PfY and the City of Lakewood, Ohio, <br />hereinafter referred to as the MUNICIPALITY, herein agree as <br />follows: <br /> <br /> 1. That it is in the public interest that the MUNI- <br />CIPALITY propose to cooperate fully with the COUS~Y in the <br />preparation of the PLAN, in accordance with the PROSPECTUS, <br />inoorporated herein by reference and made a part hereof, in <br />cooperation with the STATE, the BPR, the HHFA and the <br />Cuyahoga County Regional Planning Commission. <br /> <br /> 2. That the Policy Committee, heretofore organized in <br />conformity with the provisions O~ the PROSPECTUS; shall <br />administer, direct and coordinate activities in the prepara- <br />tion of the PLAN in accordance with the terms, of the <br />pROSPECTUS, or as the same may be amended. <br /> <br />with <br />Code <br /> <br />3. That the COUNTY is hereby authorized in accordance <br />Sections 307.15 through Section 307.19 of the Revised <br />of the State of Ohio: <br /> <br />(a) to act on behalf of the MUNICIPALITY in <br />preparation and carrying out all phases of the <br />PROSPECTUS for the AREA: <br />(b) to negotiate and enter into necessary con~acts <br />and agreements of cooperation on behalf of the <br />MUNICIPALITY with the Cuyahoga County Regional <br />Planning Commission, the State of Ohio and/or various <br />agencies of the united States Government pertaining <br />to carrying out the PLAN; <br />(d) and to do all things which said MUNICIPALITY, <br />individually or severally, may be authorized or <br />empowered to do, for a continuing comprehensive <br />planning process. <br /> <br /> 4. That the COUNTY shall establish a Seven County <br />Transportation - Land Use TRUST ACCOUSVf, hereinafter referred <br />to as the TRUST ACCOUNT, to be administered by the fiscal <br />officer of the COUNTY and shall make deposits and disburse- <br />ments therefrom only upon approval of the COMMITTEE. <br /> <br /> 5. That all eligible costs, upon proper authorization <br />by the COMMITTEE may be billed to the TRUST ACCOUNT on a <br />quarterly basis. That upon approval of the COMMITTEE, the <br /> <br /> <br />
