-3- COUNTY will pay such costs which will be included in the over- all costs of the PLAN, out of funds available from the TRUST ACCOUNT. 6. That the COUNTY shall keep true. and accurate records of all funds received and expended from the TRUST ACCOUNT for the preparation of the REPORT and PLAN, and the COUNTY shall make accurate annual statements of the status of such funds. 7. That the cost for that portion of the PLAN for the AREA is now estimated at $3,260,000 over a three to four year period including $650,000 previcusly provided for the origin and 'destination survey and that Local Matohing Funds to finance this work over and above the amount of funds to be provided by the State of Ohio and the various agencies of the United States Government shall be as follows: (a) The MUNICIPALITY will appropriate funds as its share of developing the REPORT and PLAN an amount not to exceed $6,615.00 per year, the same to be payable annually. (b) The MUNICIPALITY shall provide' its share of the total cost per year in money, personnel time based on actual payroll costs, material costs and equipment costs. Ail such payroll, material and equipment costs incurred by the MUNI- XIPALITY, after proper authorization by the Policy Committee, may be billed to the TRUST ACCOUNT on a quarterly basis. That upon approval of the Policy Committee, theCOUNTY will pay th~ cost of such services and supplies which wii1 be included in the overall cost of the PLAN, out of funds available from the TRUST ACCOUNT. Any approved payroll, material and equipment costs incurred in the fourth quarter of ead% year. and not already billed shall be deductible from the amount due at the next Succeeding date as set forth in Section 7 herein. (c) The COUNTY shall assume responsitility for Local Matching Funds in excess of t~e monies and costs of authoriz- ed services provided by the MUNICIPALITY and other municipal- ities within the COUNTY. 8. The MUNICIPALITY shall provide all monies and ser- vices required and authorized by the COMMITTEE in accordance' with approved outlines of procedure up to but not in excess of the maximum amounts for each Study Year as indicated in Section 7. It is understood that these services shall include, personnel costs based on actual payroll and material and equipment costs. Any authorized services provided by the MUNICIPALITY in excess of the maximum amounts for each of the Study Years may be billed to and reimbursed by the TRUST ACCOUNT on a quarterly basis upon approval by the COMMITTEE. 9. That the COUNTY will enter into all agreements and contracts, for the preparation of said PLAN, as deemed nec- essary and approved by the COMMITTEE subject to approval of the Director of Highways'and the United States Bureau of Public Roads as to the REPORT phases of the PLAN.
