-7- <br /> <br />approved by the city engineer, the owner shall file <br />with the Law Director~ an abstract, certificate of <br />title~ guarantee of title or title insurance in the <br />amount of at least $1~000~ meeting with the approval <br />of the Law Director showing the title to the street <br />or streets in the allotment to be good in the city for <br />street purposes and to be free and clear from all <br />encumbrances whatsoever. The final plat shall then be <br />presented to Council for acceptance and confirmation of <br />the dedication of such street or streets. <br /> <br />Section ].701.11 Separability Clause <br /> <br />Each section and each part of each section of this <br />ordinance is hereby declared to be an independent <br />section or part of a section andt notwithstanding <br />any other evidence of legislative intent, it is hereby <br />declared to be the controlling legislative intent that <br />if any such section or part of a section, or any pro- <br />vision thereof~ or the application thereof to any person <br />or circumstancest is held to be invalid, the remaining <br />sections or parts of sections and the application of such <br />provision to any other person or circumstances~ other <br />than those as to which it is held invalid, shall not <br />be affected thereby~ and it is hereby declared to be the <br />legislative intent that the other provisions of this <br />ordinance would have been adop:ted independently of such <br />section, sections or parts of a section so held to be <br />invalid. <br /> <br />Section 1701.99 Penalty <br /> <br />Whoever shall dispose of~ sell or offer for sale, any <br />lot or part of a lot in any sub-division or allotment <br />before complying with the provisions of this Chapter 17, <br />and any person who shall commit any act in violation of <br />any provision of this Chapter 17, shall be fined not less <br />than $100 nor ~re than $500 for each lot or part of a <br />lot so sold or each such violation. <br /> <br /> Section 2.
