<br /> B~Y ORD~-NANCE approving the Urban Renewal Plan for the Sloane Avenue
<br />Redevelopment Area Urban Renewal Project, ma.king necessary findings in connec-
<br />tion therewith and declaring an emergency.
<br />
<br /> ~,'~{EREAS, based upon previously prepared studies and surveys of the
<br />Coy of Lsd~ewood, and based upon Cotuncil's general knowledge of the City, this
<br />Coca, cji her~tofore found and determined by Ordinance No. ~'-~7 passed
<br /> ~-~-~ d-. V that there existed within the City blighted, deteriorate-----~
<br />and deteriorating areas which constitute a serious and growing menace injurious
<br />s~d inimicable to the public health, safety, morals and general welfare of the
<br />residents thereof, that this menace is beyond the remedy and control solely by
<br />regulaBory processes and exercise of the police power, and cannot be dealt with
<br />effectively by the ordinary operation of private ~nterprise; and that the elimina-
<br />tion in whole or in part of the blighted, deteriorated and deteriorating areas
<br />and the prevention of recurrence of such areas by urban redevelopment or o_rban
<br />renewal, activities is necessary in the public interest and general welfare; and
<br />
<br /> ~EREAS, studies and surveys have been made of a proposed Urban Renewal
<br />Project Area designated as the"sloan Avenue Redevelopment Area Urban Renewal
<br />Project Area" (hereinafter called "Project Area"), which Project Area is bounded
<br />and described as follows:
<br />
<br /> Situated in the City of Lakewood, County of Cuyahoga and
<br />State of Ohio, and known as being a part of Original Rockport
<br />Township, Section No. 23, and being all of Sublots 46, 47 and 48,
<br />and parts of Sublots 49, 50, 51 and Block A, in the Mathews and
<br />Gilbert, High Bridge Park Subdivision No. 4, as shown by the
<br />plat recorded in Volume 30, Page lO, Cuyahoga County Record of
<br />Maps, and bounded and described as follows:

<br /> Beginning at a point in the northeasterly corner of Sublot
<br />46, in the Mathews and Gilbert, High Bridge Park Subdivision No.
<br />4, as shown by the plat recorded in Volume 30, Page 10, Cuyahoga
<br />Co~0nty Record of Maps; thence southerly along the westerly curved
<br />line of Sloane Avenue (70 feet wide), 126.65 feet to a point of
<br />tangency, said curved line having a radius of 369.76 feet and a
<br />chord which bears South 9°21'09" West a distance of 126.OO feet;
<br />thence southerly along the westerly line of said SloarmAvenue
<br />9.10 feet to the southeasterly corner of Sublot 48, in the Mathews
<br />and Gilbert Subdivision aforesaid; thence along the amc of a curve
<br />deflecting to the right 138.23 feet to a point of tangency; said
<br />curved line h~ing a radius of 88.00 feet and a chord which bears
<br />South 64710' West a distance of 124.45 feet; thence northwesterly
<br />a distance of 2.00 feet to a point in the southwesterly corner of
<br />land conveyed to Lois Mintz by deed dated July 8, 1961, and re-
<br />corded in Volume 10174, Page 61, of Cuyahoga County Records; thence
<br />northerly along the westerly line of land so conveyed to Lois Mintz,
<br />lO.O0 feet to a point on the northerly line of the Right of Way of
<br />the Detroit Avenue Bridge (70 feet wide); thence northwesterly along
<br />the northerly line of said Right of Way 73.50 feet; thence north-
<br />easterly at 9O* to the %~st described line to a point on the southerly
<br />line of Sublot~48, a distance of 62.59 feet; thence northwesterly along
<br />the southerly line of said Sublot 48, a distance of 27.39 feet to
<br />the southwesterly corner thereof; thence northerly along the westerly
<br />line of Sublots 48, 47 and 46, a distance of 85.66 feet to the north-
<br />westerly corner of SubloD 46; thence easterly along the northerly line
<br />of said Sublot 46, a distance of 210 feet to the place of beginning.

<br /> ~HEREAS, there has been submitted to this Council a dodument entitled
<br />"Sloane Redevelopment" and dated January 22, 1968 containing data and information
<br />concerning the facts and conditions of blight and deterioration in the Project Area,
