<br />includi~g data o~d information ~o the effect that the structures in t~e Project
<br />Area aa~e deteriorated, exvremely dilapidated, badly neglected and in need of
<br />repair and renovation, or in extremely hazardous condition, with portions
<br />thereof being unusable, or having been completely torn off, with further data
<br />a~d information to the effecv that there exist conditions of incompatible uses,
<br />narrow, obsolete lot sizes, and other conditions constituting hazards to the
<br />health, safety and general welfare of the community; and the members of this
<br />Council have been fully apprised of said report and of other studies made of
<br />the Project Area and otherwise have independent general knowledge of the facts
<br />and conditions of blight mud deVerioration in the Project Area which are detri-
<br />mental ~o and a menace to the safevy, health and welfare of the people who live
<br />in or pass through the Projecv Area in their daily lives, and which are detri-
<br />mental to the gener~i welfare of the City, and which substantially prevent,
<br />impair or arrest the sound growth of the Project Area and surrounding areas
<br />and constitute an economic and social liability in the present condition and
<br />use; and
<br /> ~'~qEREAS, an Urban Renewal Plan consisting of ~pages, ~ maps and 1
<br />exhibit, entitled "Sloane Avenue Redevelopment Area, City o£· Lakewood, Ohio,
<br />Redevelopment Plan", and d~ted /~-/~ ~ , was prepared and submitted
<br />~o %his Council for its review and donsiderat~ion; and
<br />
<br /> WHEREAS, the City Planning Commission, which is the duly designated
<br />and acting official planning body of the City of Lakewood, submitted to this
<br />Council its repor~ and recommendations respecting said Urban Renewa& Plan, in-
<br />cluding its approval thereof, and this Council duly considered said report and
<br />recommendations; and
<br />
<br /> W~S, after notice duly given, a public hearing was held Februamy 5,
<br />1968 at which time all persons and organizations were provided with ea opportunity
<br />to be heard either in person or by counsel;
<br />
<br /> NOW, T' ~HEREFORE, BE IT ORDAINED BY THE COUNCIL OF TEE CITY OF L~OOD~
<br />STATE OF OHIO:
<br />
<br /> Section 1. That this Council hereby accepts the aforesaid report
<br />entitled "Sloan Redevelopment" dated January 22, 1968 and based upon such report
<br />and the other studies ~ud surveys, and oalso upon the general knowledge and in-
<br />formation which the City Council has of the facts and conditions in the Project
<br />Area and their effect upon the health, safety and welfare of the inhabitants
<br />and users of the Project Area and the City, this Council hereby finds and de-
<br />termines that (1) the structures in the ~roject Area are aged, extremely dilapi-
<br />dated ~nd deteriorated, are badly neglected, or in extremely hazardous condition,
<br />and with portions of structures being unusable or having been completely torn off,
<br />and that there exist conditions of incompatible uses, narrow and obsolete lot
<br />sizes and other conditions constituting hazards to the health, safety and general
<br />welfare of the community; (2) that the aforesaid Sloane Avenue Redevelopment Area
<br />Urbe~n Renewal Project Area is a blighted, deteriorated and deteriorating area and
<br />is detrimental to the public health, safety, morals and general welfare of the
<br />inhabisan~s and users thereof and of the City because a majority of the structures
<br />there~ are conducive ~o ill health, juvenile delinquency and crime, constitute
<br />a danger to life and property, and have substantially impaired the sound growth
<br />~ud planning of the Projec~ Area and the community, by reason of dilapidation,
<br />deterioration, age or obsolesence, inadequate provision for ventilation, light,
<br />air, sanitation or open spaces, unsafe and unsanitary conditions or the e~iStence
<br />of conditions which endanger life or property by fire or other hazards and causes,
<br />or any combination of such factors, and with detrimental land uses or conditions,
<br />all of which conditions constitute an economic or social liability in the present
<br />condition and use, which conditions cannot be effectively eliminate~or adequately
<br />controlled except by carrying ou~ the urban renewal activities in accordance with
<br />the aforesaid Urban Renewal Plan; and (3) that the size and character of the Project
<br />Area and the location of elements of blight and deterioration in it make such area
<br />suitable for urban renewal activities.
