Graber, Huffman, Kelley, iUsher, Ward, Wendling, GaydOs BY: AN EMERGENCY ORDINANCE to supplement the Traffic Code of the Codified Ordinances of the City of Lakewood, Ohio~ by enacting new Sections 353.06 to 353.11, both inclusive, relating to the establishment of an Off-Street Parking Permit Plan for the City of Lakewood, Ohio, and providing for the control and operation thereof. WHEREAS~ This ordinance constitutes an emergency meas- ure providing for the usual daily operatiOn of municipal depart- ments, and for the immediate preservation of the public safety and welfare; now, therefore~ BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That the Traffic Code of the Codified Ordinances of the city of Lakewood be and the same is hereby supplemented by enacting new Sections 353.06 to 353.11, both inclusive, to'read as follows: Section 353.06 Establishment of Off-Street Parking Permit Plan (a) Any person may make application to the Permit Clerk on forms prescribed by the Director of Public Safety for an off-street parking permit which shall entitle such applicant to park at any time, the automobile described in said application, in any metered off-street parking facility owned and/or operated by the City of Lakewood during the permit period covered by the permit. Permits nay be renewed for additional periods upon .payment of khe prescribed fee. (b) No off-street parking permit shall be issued for restricted vehicles designated in Section 353.05 above'. Section 353°07 Application and Issuance of Permits (a) The permits hereinzbove referred to shall be issued at City Hall by the Permit Clerk, or such other person as shall b~ designated by the Mayor. Such permit shall be ev:denced by a decal or other window sticker and shali bear ~he license number of the motor vehicle for wtich it is issued. (b) Any permit issued %nder the provisions of this chapter, shall not be t~ansferable to another owner, provided, however, that the Permit Clerk may issue a transfer permit for a~other automobile owned by the permit holder upon receipt of a transfer application and payment of the fee ~escribed in Section 353.08 of this chapter, and upo% surrender of the original permit, and/or satisfactory proof of its destruction.
