Powers and Duties of Board. <br /> The said Board of Trustees shall have the entire control <br /> and management of such hospital and shall establish such <br /> rules for its government and the admission of persons to <br /> its priVileges as 'it deems expedient, and shall annually <br /> appoint the professional staff as determined by approved <br /> hospital administration, said Board shall also employ an <br /> administrator, department heads, and such assistants~ <br /> nurses, physicians and surgeons and such cther employees <br /> as said Board deems necessary, and fix their compensation, <br /> which compensation shall, however, be subject to the approval <br /> of the Council. <br /> Said Board shall have control over all improvements to, <br /> work for, or repairs to said hospital as well as the pur- <br /> chase of all necessary supplies, material or equipment <br /> for said hospital. All work done for the repair or <br /> improvement of said hospital shall be made either by <br /> direct employment of labor and the necessary supplies and <br /> materials or by contract. The Board shall by resolution <br /> determine by which method any improvement shall be made. <br /> All such contracts shall be executed in the name of the <br /> Cityby the administrator of said hospital only after <br /> approval by the Board and shall be entered into only with <br /> the lowest best bidder after public competitive bidding. <br /> The administrator when authorized by resolution of the <br /> Board may enter into a contract not involving an expenditure <br /> in excess of $3,500.00 for equipment, materials, supplies, <br /> or for any improvement or repairs without public competi- <br /> tive bidding. <br /> <br /> Upon adoption of this amendment, these Sections 1, 2 <br /> and 3 of Article XX of the Charter of the City of <br /> Lakewood shall take effect and present Sections 1, 2, <br /> and 3 of Article XX shall be repealed as of January 1,1969." <br />be submitted to a vote of the qualified electors of the City at <br />the general election to be held on Tuesday, the 5th day of <br />November, 1968, at the regular places of voting in the City <br />between the hours of 6:30 a.m. and 6:30 p.m. <br /> Section 2o That the ballots for said election shall, at <br />the top thereof, be entitled "City Charter Amendment Ballot" and <br />the question to be submitted on said ballot shall be in words <br />following: <br /> <br /> "Shall the proposed amendment of Article XX, Sections <br /> 1, 2,and 3 of the Amended Charter of the City of Lakewood: <br /> Section 1. Establishment; Board of Trustees <br /> The Council of the City of Lakewood shall have the <br /> power by ordinance to establish a municipal hospital <br /> and for such purpose may, in accordance with the <br /> general law, issue and sell bonds in such amounts as <br /> may be necessary for the procuring of the necessary <br /> real estate and the erection, furnishing, equipping <br /> and maintaining said hospital or for the purpose and <br /> acquisition of any existing hospital and its furnishings <br /> and equipment. Any such hospital shall be operated, <br /> controlled and managed by a Board of Trustees consisting <br /> of seventeen members, including the Mayor, who shall serve <br /> as President of the Board, and the Commissioner of <br /> Health.
