-3- <br /> <br />~ointed by the Mayor with the approval of Council. No.~ess <br />~ ~t' of such additional Trustees shall be <br />resident electors of the City of.Lakewood. Members of <br />the Board of Trustees shall recezve no compensation for <br />their services. <br /> <br />Section 2. Term of Board Members <br />The term of office of the appointed members of the Board <br />shall be five years, provided, however, that the terms of <br />office of those members first appointed, whose terms shall <br />commence on January 1, 1969, shall be as follows: three <br />members shall be appginted for a term ending December 31, <br />1969 and three members for terms ending on December 31 <br />of each of the succeeding four calendar years. Thereafter, <br />three members shall be appointed each year for a full term <br />of five years. A majority of the acting members of the <br />Board shall constitute a quorum. The ~Iayor shall fill <br />any vacancies on the Board with the approval of Council. <br /> <br />Section 3. Powers and Duties of Board <br />The said Board of Trustees shall, have the entire control <br />and management of such hospital and shall establish such <br />rules for its government and the admission of persons to <br />its privileges as it deems expedient~ and shall annually <br />appoint the professional staff as determined by approved <br />hospital administration. Said Board shall also employ an <br />administrator, department heads, and such assistants, <br />nurses, physicians and surgeons and such other employees <br />as said Board deems necessary, and fix their compensation, <br />which compensation shall, however, be subject to the <br />approval of the Council. <br /> <br /> Said Board shall have control over all improvements to, <br /> work for, or repairs to said hospital as well as the <br /> purchase of all necessary supplies, material or equipment <br /> for said hospital. All work done for the repair or improve- <br /> ment of said hospital shall be made either by. direct <br /> employmentof labor and the necessary supplies and <br /> materials or by contract. The Board shall by resolution <br /> determine by which method any iznprovement shall be made. <br /> All such contracts shall be executed in the name of <br /> the City by the administrator of said hospital only <br /> after approval by the Board and shall be entered into only <br /> with the lowest best bidder after public competitive <br /> bidding. The administrator when authorized by resolution <br /> of the Board may enter into a contract not involving an <br /> expenditure in excess of $3,500.00 for equipment, material, <br /> supplies, or for any improvement or repairs without public <br /> competitive bidding. <br /> <br /> Upon adoption of this amendment, these Sections 1, 2 <br /> and 3 of Article XX of the Charter of the City of <br /> Lakewood shall take effect and present Sections 1, 2, <br /> and 3 of Article XX shall be repealed as of January 1,1969. <br /> <br />be adopted?" <br /> <br /> To the left of said wording~ in boxes~ with appropriate <br />places for marking~ shall appear the words "YES", and "NO", and <br />each voter shall indicate his vote by making a cross mark with <br />a black lead pencil in the place so provided. <br /> <br /> <br />
