PLEASE SUBSTITUTE FOR COPY SUPPLIED WITH July 15,1968 j:,OCKET ORDINANCE NO. 57-68 BY: Messrso Wendling, Gaydos, Graber, Huffman, Kelley, Usher, War~ AN EMERGENCY ORDINANCE to provide for the submission to the electorate of an amendment to Article V, Section 3 of the Amended Charter of the City of Lakewood, Ohio, pertaining to the manner of making public improvements. WHEREAS, An emergency exists in that in order for this charter amendment to be presented to the electorate of the City of Lakewood at the general election to ibe held on the 5th day of November, 1968, it is necessary that this ordinance be adopted at the regular Council meeting on September 3, 1968, and, WHEREAS, This ordinance constitutes an emergency measure providing for the i~ediate preservation of the public health, safety and welfare and for the usual daily operation of municipal departments~ now, therefore, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHI0, TWO-THIRDS OF ALL MEMBERS ELECTED THERETO CONCURRING: Section 1. That the question of the amendment of Article V, Section 3 of the Amended Charter of the City of Lakewood, Ohio, so that as amended the same shall be and read as follows: Section 3. Public Improvements "Public improvements, works and repairs of all kinds~ except those relating to Lakewood Hospital, shall be made by the Department of Public Works, either by direct employment of labor and the 'purchase of the necessary supplies and material, with separate accounting as to each improvement so made, or by contract. The Council shall determine by which method any improvement shall be made. All such contracts shall be executed in 'the name of the City by the Director of Public Works only after approval by the Council, and shall be entered into only with the lowest and best bidder after public competitive bid- ding. The Director of Public Works may enter into a contract not involving a net expenditure in excess of $3,500.00 for supplies or any public work without public competitive bidding. Upon adoption of this amendment, present Section 3 of Article V of the Charter of the City of Lakewood shall be repealed." be submitted to a vote of the qualified electors of the City at the general election to be held on Tuesday, the 5th day of November, 1968, at the regular places of voting in the City between the hours of 6:30 a.m. and 6:30 p.m. Section 2. That the ballots for said election shall, at the top thereof, be entitled, "City Charter Amendment Ballot" and the question to be submitted on said ballot shall be in words following: "Shall the proposed amendment to Article V, Section 3 of the Amended Charter of the City of Lakewood: Public Improvements, works and repairs of all kinds,
