-2- <br /> <br />except those relating to Lakewood Hospital° shall be <br />made by the Department of Public Works, either by <br />direct employment of labor and the purchase of the <br />necessary supplies and material, with separate <br />accounting as to each improvement so made, or by <br />contract. The Council shall determine by which <br />method any improvement shall be made. All such <br />contracts shall be executed in the name of the City <br />by the Director of Public Works only after approval <br />by the Council, and shall be entered into only with <br />the lowest best bidder after public competitive bid- <br />ding. The Director of Public Works may enter into a <br />contract not involving a net expenditure in excess of <br />$3°500.00 for supplies or any public work without <br />public competitive bidding. <br /> <br />Upon adoption of this amendment, present Section 3 <br />of Article V of the Charter of the City of Lakewood, <br />shall be repealed. <br /> <br />be adopted?" <br /> <br /> To the left of said wording, in boxes, with appropriate <br />places for marking, shall appear the words "YES" and "NO", and <br />each voter shall indicate his vote by making a cross mark with <br />a black lead pencil in the place so provided. <br /> <br /> Section 3. That public notice of the time and place of <br />holding such election shall be given by' publication or notice <br />thereof at least ten (10) days prior to the day of such election <br />in a newspaper published and of general circulation in the City. <br /> <br /> Section 4. That the Clerk of Council be and she is <br />hereby directed to mail a copy of the above proposed Charter <br />amendment to each elector whose name appears upon the registration <br />books of the last regular election held. in the City, at least <br />thirty (30) days before the date of such election, and to certify <br />a copy of this ordinance to the Board of Elections of Cuyahoga <br />County. <br /> <br /> Section 5. That this ordinance is hereby declared to be an <br />emergency measure for the reasons stated in the preamble hereof and <br />providing it receives the. affirmative vote of two-thirds of all <br />members elected to Council, it shall take effect and be in force <br />immediately upon its adoption and approval by the Mayor. <br /> <br />Adopted: Sept. 3, 1968 Rober~ E.
