<br /> ~I~AS, This ordinance constitutes an emergency measure providing
<br />for the i~edia~c preservation 0f the public qmalth, safety and welfare and
<br />for the-.- usual daily operation of: municiPal departments; now therefore,
<br /> BE IT'ORDAIh~D BY TIlE COUNCIL OF 'Ti~ CITY OF .~WOOD, STATE OF OttIO:
<br /> Section 1. That the: Administrative Code of the COdified Ordinances
<br /> of the. City of Lakewood be.and the s~e is hereby supplemented by enacting a
<br /> new Chapter 157 to read as follows:

<br />COLLECTIVE BARGAINING
<br />
<br />.,section 157.01 Statement'of. Policy
<br />
<br /> It is hereby declared to be the p01icy of the Council of the City
<br /> of Lakewood through its Finance Commit.tee.and/or itsdesignated
<br /> representative(s) to bargain collectivetywith City employees,
<br /> their employee organizations or other authorized representatives
<br /> on matters Pertaining t.o. wages, hours and conditions of employ~
<br /> ment before any final determination is made by the City'Council:
<br /> Provided that wherever said employees.are represented by, an employee
<br /> organization, the emplOyee organization can establish to the satis-
<br /> faction of the Finance Committee that. it represents a majority of
<br /> employees in a bargaining unit whose appropriateness has.been
<br /> determined by said Committee.
<br />
<br /> NOthing contained herein shall be deemed to: supersede the Charter,
<br /> Ordinances and Rules of Departments of the'City which establish
<br /> and/or regulate a merit or civil service system, or which provide '
<br /> for other methods of administering'-employer-emptoyee relations..
<br /> This Ordinance is intended, instead, to strengthen merit, civil
<br /> service and other methods of administering employer-employee
<br /> relat'ions through the establishment of..uniform and orderly methods
<br /> of communication between City employees.and the City by which
<br /> they are employed.
<br />
<br />Section 157.02. Definitions
<br />(a) "Czty' employee means any~employee. of the City except elected
<br />officials, administrative officials and persons in supervisory and
<br />¢omfidential positions or employees of~Lakewood Hospital.
<br />(~) "Employee organization" means ~any lawful association, fraternal
<br />order, labor organization, federation,-council or brotherhood having
<br />as its primary purpose the improvement of working conditions of
<br />public employees; but shall not include any-organization (1) which
<br />discriminates with regard to the-terms-and, conditions of mcmberst~ip. .
<br />because of race, colOr;, creed, or national ori~y, in; and (2} whzch, zn
<br />'the opinion of the Finance. Committee, is so.subject to core, pt
<br />imflu~.nces or influences opposed '.to 'basic democratic principles
