-2- Sectio, 157.03 l~ights of City Employees City ~mployees shall have the right of self-organization,' to form and join associations for .representation purposes, to join,, form and affiliate with 'employee organizations Of their o~n~ choosing~ and shall have the right to be represented ~y such r~prcscntatives ' or employee organizations of their own choice in. ¢on'fercnces, meetings, and negotiations with officers, agents, representatives and employees of the city on matters affecting their employment. Section' 157-~04 Collective Bargaining P~ocedure (a) By December 15th of' each year, City employees in an appro- priate unit d£rectly or through an .employee organization, where such organization exists, or duly authorize.drepresentatives shall submit a"List of Requests" relating to'changes sought for t.he followingyear in wages and conditions of employment to the Chairman of the:Finance COmmittee of the Council~ (b) Whenever a "List of-Requests" has been submitted to the Finance Committee as.outlined 'in paragraph (a) above, the Committee through ~ts Chairman or designated representative shall respond to such requests by~.January 15th of each year° The Chairman shall the~ schedule the first, bar~ainin~ session within ten ~lO~ days there~ after. (¢) In the event the representatives of the City and the employee organization involved are unable to reach an agreement by February 15 oneor both may advise the Mayor' and the Pre.sident of City Council in w~iting of the failureto reach an agreement and request fact-find- ing. The President of City COuncil'shall forthwith designate one person as the City's member of a fact.finding authority and shall advise the employee'organization of the name of such member, The employee organization Shall forthwith designateone person as the employee member of the fact-finding authority, and shall advi'se the Mayor and the President of City Council. in writing of the name-of SUch member, No person shall be eligible to serve on ~he fact- findin8 authority if he is or has been an employee of thei.Cit~ or the employee organization= or if he has participated in ne~otiatioms on the issues under consideration or has bc~n involved in any way directly or indirectly in preparation o'f such issues. The two designated members shatl meet within five (5) days of ther designa- tion and shall.attempt to agree upon an impartial third person as chairman of the fact-finding authority# They shall jointly serve in writing upon the Mayor and the President of City Council the name of the chairman so selected. In ~he event they are unable to agree upon an impartial chariman, they shall jointly or separately xequest a panel of five (5) names from the American Arbitration A~sociation~' who~ upon inquiry~, have indicated availability to meet as a member of the fact-finding authority within ten .~t0~ ~ays of selection. The representatives of the City and employee organization involved will alternately strike names from the llst until one (1) name remains. The individual whose name remains shall be selected as the chairman of the fact-findin~ authority unless for any reason he gives subsequent notice that he will be unable to meet within ten ~10) days.
