A~ EMERGENCY 'ORDINANCE to enact new Chapter 157 of <br /> khe Administrative Code of the Codified Ordinances of the City of <br /> LakeWood, entitled Coi,lec%ive Bargaining, relating to the esta- <br /> blishment of a procedure for .city employees to bargain collective- <br /> ly with the Council of ~the City of Lakewood with respect to wages <br /> and conditions of emplo~ent. <br /> <br /> WHEREAS, This ordinance constitutes an emergency <br />measure providing for the immediate preservation of the public <br />health, safety and Welfare and for the usual daily operation of <br />municipal departments; now, therefore, <br /> <br /> BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That the Administrative Code of the <br />Codified Ordinances of the City of Lakewood be and the same is <br />hereby supplemented by enacting a new Chapter 157, to read as <br />follows: <br /> <br />CHAPTER 157 <br /> <br />COLLECTIVE BARGAINING <br /> <br />Section 157.01 Statement of Policy <br /> <br />It is hereby declared to be the policy of the Council <br />of the City of Lakewood through its Finance Committee <br />and/or its designated representative(s) to bargain <br />collectively with City employee~, their employee <br />organizations or other authorized representatives on <br />matters pertaining to wages, hours and conditions of <br />employment before any final determination is made by <br />the City Council: Provided that wherever said employees <br />are represented by an employee organization, the employee <br />organization can establish to the satisfaction of the <br />Finance Committee that it represents a majority of <br />employees in a bargaining unit whose appropriateness <br />has been determined by said Committee. <br /> <br />Nothing contained herein shall be deemed to supersede <br />the Charter, Ord~%nances and Rules. of Departments of the <br />City which establish and/or regulate a merit or civil <br />service system or which provide for other methods of <br />administering employer-employee relations. This <br />Ordinance is intended, instead, to strengthen merit, <br />civil service and other methods of administering <br />employer-employee relations through the establishment <br />of uniform and orderly methods of communication between <br />City employees and the City by which they are employed. <br /> <br />Section 157.02 Definitions <br /> <br />(a) "City employee" means any employee of the City <br />except elected officials, administrative officials and <br />persons in.supervisory and confidential positions or <br />employees of Lakewood Hospital. <br /> <br /> <br />
