(b) ~ "Employee organization.. means any lawful association, <br />fraternal order, labor organization, federation, council <br />or brotherhood having as its primary purpose the improve- <br />ment of working conditions of public employees; but shall <br />not include any orgaWization (1) which discriminates with <br />regard to the terms and conditions of membership because <br />of race, color, creed or national origin; and (2) which, <br />in the opinion of the Finance Committee, is so subject <br />to corrupt influences or influences opposed to basic <br />democratic principles that recognition would be inconsistent <br />with the objectives of this Ordinance. <br /> <br />(c) "City" means the City of Lakewood or any agency, instru- <br />mentality or department thereof and/or elected or adminis- <br />trative officials who exercise governmental powers under <br />the Ordinances of the City. <br /> <br />Section 157.03 Rights of City Employees. <br /> <br />City employees shall have the right of'self-organization, <br />to form and join associations for representation purposes, <br />to join, form and affiliate with employee organizations of <br />their own choosing, and shall have the right to be represented <br />by such representatives or employee organizations of their <br />own choice in conferences, meetings, and negotiations with <br />officers, agents, representatives and employees of the city <br />on matters affecting their employment. <br /> <br />Section 157.04 Collective Bargaining Procedure. <br /> <br />(a) By December 15th of each y~ar, City employees in an <br />appropriate unit directly or through an employee organization, <br />where such organization exists,_or duly authorized representa- <br />tives shall submit a "List of Requests" relating to changes <br />sought for the following year in wages and conditions of <br />employment to the Chairman of ~le Finance Committee of the <br />Council. <br /> <br />(b) Whenever a "List of Requests" has been'submitted to the <br />Finance Committee as outlined in paragraph (a) above, the <br />Committee through its Chairman or designated representative <br />shall respond to such requests by January 15th of each year. <br /> <br />(c) In the event the representatives of the City and the <br />employee organization involved are unable to reach an agree- <br />ment by February 15th, one or both may advise the Mayor and <br />the President of City Council in writing of the failure to <br />reach an agreement and request fact-finding. The President <br />of City Council shall forthwith designate'one person as <br />the City's member of a fact-finding authority and shall advise <br />the employee organization of the name of such member. The <br />employee organization shall forthwith designate one person <br />as the employee member of the fact-finding authority, and <br />shall advise the Mayor and the President of City Council in <br />writing of the name of such member. The two designated <br />members shall meet within five (5) days of their designation <br />and shall 'attempt to agree upon an impartial third person as <br />chairman of the fact-finding authority. They shall jointly <br />serve in writing upon the Mayor and the President of City <br />Council the name of the chairman so selected. In the event <br /> <br /> <br />
