-3- <br /> <br />within ten (10) days of his appointment. Thereafter, the <br />representative of the City and the employee organization <br />involved shall submit their respective positions to the <br />fact-finding authority for its review and recommendations. <br />The fact-finding authority shall, within fifteen (15) days <br />if possible, issue in writing a fact-finding report. This <br />report shall be served upon the respective chairman of the <br />negotiating committee for the City and the employee organi- <br />zation involved, and the Mayor and the President of Council. <br />As soon after receipt of such report as possible, the <br />representatives of the City and emPloyee organization shall <br />meet again and seek to reach agreement. If subsequent agree- <br />ment is reached, it will be submitted to Council for appro- <br />priate action. If agreement is not reached Within fifteen <br />(15) days of the issuance of the report (unless the parties <br />mutually agree to extend the fifteen (15) day period), the <br />fact-finding report will be submitted by the President of <br />Council, together with the respective positions of the City <br />and employee organization involved, to Council for its <br />decision. <br /> <br /> Section 2. That this ordinance is hereby declared to be an <br />emergency measure for the reasons stated in the preamble hereof <br />and provided it receives the affirmative vote of two-thirds of all <br />members elected to Council, and is approved by the Mayor, it shall <br />take effect and be in force immediately, and existing sub-paragraphs <br />"b", "c" and "d" of Section 157.04 of Ordinance No. 79-68, adopted <br />November 4, 1968, shall be and are hereby repealed. <br /> <br />Adopted: <br /> <br />Approved: ~ /.~, /~ <br /> / <br /> <br />Mayor <br /> <br /> <br />
