This report ~hall be served upon thc resp~.ctivc <br />chairmen of the mcKotiating co~nittee for thc City and thc employee <br />organization involved, and the Mayor and the President of Council. <br />As soon after receipt of such report as possible, thc representatives <br />of the City and employee ~organization' s~all meet again and seek to <br />reach agreement. If subsequent agreement is reached, it will be <br />submitted to Council for appropriate action. If agreement is not <br />reached within fifteen (15) days of the issuance of thc report <br />(unless the parties mutually agree to extend the fifteen (15) day <br />~eriod), the fact-finding report will be submitted by the President <br />of Council, together with the respective positions of the City and <br />employee organization involved to Council for its decision. <br /> <br />Section 157.05 No Strike <br /> <br />Nothing in this Ordinance shall constitute a grant of the right <br />to strike to employees of the City and such strikes are prohibited. <br /> <br />Section 157.06 Reservation of Rights <br /> <br />! <br />i -(a) <br /> . (b) <br /> <br /> (c) <br /> <br /> (e) <br /> (49 <br /> <br />City officials and department supervisors retain the right in <br />accordance with applicable laws and regulations: <br /> <br /> to direct the work of City employees; <br /> to hire, promote, transfer, assign and return City Employees <br /> and to suspend, demote, discharge or take other disciplinary <br /> action against such employees; <br /> to relieve employees from duties because of lack of work or <br /> for~other legitimate reasons; <br /> to maintain, the efficiency of the government operations <br /> entrusted to them; <br /> to determine the methods, means and personnel by which <br /> such operations are to be conducted; and <br /> to take whatever actions may be necessary to carry out <br /> the purposes of the department in situations of emergency. <br /> <br />Section 157.07 Severability <br /> <br />IR the event any part or portion of this Chapter shall be found to <br />be null and void, all other provisions of this Chapter shall remain <br />IR full force and effect, and shall not be otherwise affected by any <br />such ruling, finding, or decision. <br /> <br /> Section 2. That this ordinance is hereby declared to be an <br />emergency measure for the reasons stated in the preamble hereof and pro- <br />vided it receives the affirmative vote of two-thirds of all members elected <br />to Council, it shall take effect and be in force immediately upon its <br />adoption and approval by the May~r. <br /> <br /> <br />
