This report ~hall be served upon thc resp~.ctivc chairmen of the mcKotiating co~nittee for thc City and thc employee organization involved, and the Mayor and the President of Council. As soon after receipt of such report as possible, thc representatives of the City and employee ~organization' s~all meet again and seek to reach agreement. If subsequent agreement is reached, it will be submitted to Council for appropriate action. If agreement is not reached within fifteen (15) days of the issuance of thc report (unless the parties mutually agree to extend the fifteen (15) day ~eriod), the fact-finding report will be submitted by the President of Council, together with the respective positions of the City and employee organization involved to Council for its decision. Section 157.05 No Strike Nothing in this Ordinance shall constitute a grant of the right to strike to employees of the City and such strikes are prohibited. (b) (c) (e) (49 City officials and department supervisors retain the right in accordance with applicable laws and regulations: to direct the work of City employees; to hire, promote, transfer, assign and return City Employees and to suspend, demote, discharge or take other disciplinary action against such employees; to relieve employees from duties because of lack of work or for~other legitimate reasons; to maintain, the efficiency of the government operations entrusted to them; to determine the methods, means and personnel by which such operations are to be conducted; and to take whatever actions may be necessary to carry out the purposes of the department in situations of emergency. Section 157.07 Severability IR the event any part or portion of this Chapter shall be found to be null and void, all other provisions of this Chapter shall remain IR full force and effect, and shall not be otherwise affected by any such ruling, finding, or decision. That this ordinance is hereby declared to be an emergency measure for the reasons stated in the preamble hereof and pro- vided it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon its adoption and approval by the May~r.
