WHEREAS, the public interest demands the preparation of a~long- <br />.range plan for the development of transportation systems embracing <br />various modes of transport in a continuing comprehensive transport- <br />ation planning process; and ~ <br /> <br /> WHEREAS, an areawide board has been established consisting of <br />elected Public officials, or public officials responsible to them, <br />in the seven-county area, and various concerned State Departments, <br />to conduct the business of NOACA; for review of projects concerned <br />with but not limited to open-space land projects, housing, hospitals, <br />airports, libraries, water supply and distribution facilities, sewer- <br />age facilities and waste treatment works, highways, transportation <br />facilities, and water development and land conservation projects; <br />and for the maintenance, support, and initiation of comprehensive <br />areawide planning in the region; and <br /> <br /> WHEREAS, Ohio law empowers local political subdivisions to <br />contract with each other on matters necessitating such contract, <br />when such matters are in the power of any subdivision to do singly; <br />and <br /> <br /> WHEREAS, the areawide board has adopted a constitution and by- <br />laws empowering it to comprehensively plan and to review projects and <br />programs for the region, and having all powers necessary and incident <br />thereto-. ~ <br /> <br /> NOW, THEREFOP~, in consideration of the agreements contained <br />herein, NOACA and the MUNICIPALITY herein agree as follows: <br /> <br /> 1. That the MUNICIPALITY shall cooperate fully with NOACA in <br />the preparation of plans, in comprehensive planning, and review of <br />Projects and programs for the region. <br /> <br /> 2. That the NOACA Board shall administer, direct and coordinate <br />the preparation of its programs in accordance with the various Fed- <br />eral and State requirements. <br /> <br /> 3. That the MUNICIPALITY agrees to appropriate $4,099.00 as its <br />share to support the NOACA Work Program for the calendar year 1971, <br />the same to be payable to NOACA not later than thirty days after the <br />execution of this Agreement. ~ ...... <br /> <br /> 4' The amount of this Agreement for financial participation <br />by the MUNICIPALITY may be modified in this or subsequent years by <br />written agreement between the parties. <br /> <br /> IN WITNESS WHEREOF, the parties to this Agreement have here- <br />unto set their hands this day of , 1971. <br /> <br /> Signatures. <br /> <br /> Section 2.
