Section 4. Upon completion of said improvement, said City of Lakewood will thereafter keep said highway open to traffic at all times and: (a) Maintain the improvement in accordance with the provisions of the statutes relating thereto and make ample financial provisions for such maintenance; and ~ (b) (c) Maintain the right-of-way and keep it free of obstructions in a manner satisfactory to the County, and hold said right-of-way inviolate for public highway purposes and permit no signs, posters, billboards, roadside stands or other private install- ations within the right-of-way limits; and Prohibit parking within the limits of the roadway constructed under this ordinance, within the corporate limits of the City of Lakewood; and (d) No rule or regulation shall be enacted restricting the use of the improved road and/or structure by .any class of vehicle or vehicle load permitted by the Ohio Revised Code to use a public highwayo Any existing rule or regulation so restricting road usage is hereby rescinded° Section 5. The City of Lakewood agrees that 'traffic control signals will not be installed on the project without prior approval by the County and the City will place and maintain all traffic control devices conforming to the Ohio Manual of Uniform Traffic Control Devices on the improvement in compliance with the provisions of Section 4511.11 and related sections of the Ohio Revised Code. Section 6. That this ordinance is hereby ~eClared t~ b~"~n emergency measure for the reasons stated in the preamble hereof and provided it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon its adoption and apProval by the Mayor. .~ Adopted: Approved: Clerk {7/
