'Adopted: <br /> <br />Section 4. That this ordinance is hereby declared to be an emergency measure for <br />the reasons stated in the preamble hereof and, provided it receives the affirma- <br />tive vote of two-thirds of all members elected to Council, it shall take effect <br />on May 12, 1974 and Ordinance No. 48-73, adopted May 21, 1973, and all other <br />ordinances or parts of ordinances inconsistent herewith shall be and are hereby <br />repealed. <br /> <br />Act~g ' Clerk <br /> <br />- 5 - <br /> <br /> <br />
