liquid, either directly or indirectly into the system, a sewer service or <br />rental charge equal to nineteen cents ($0.19) per 100 cubic feet of water <br />consumed each quarter, as shown by the records of the Water Department of <br />the City, based upon actual water meter readings;provided, however, there <br />shall be a minimum sewer service or rental charge of One Dollar and Ninety <br />Cents ($1.90) per quarter for each such lot, parcel of land or premises. <br /> <br />902.05 PAYMENT OF SEWER SERVICE CHARGE <br /> <br />The sewer service or rental charge shall be payable at the sa~ne time and place as <br />water bills are payable for the premises served and, at the election of the <br />Director of Public Works, said sewer ~ervice or rental charge may be shown as <br />a separate item upon such water bill. ~ <br /> <br />902.06 PENALTY FOR NON-PAYMENT <br /> <br />In case of failure to pay any bill for sewer charges when due and payable, a <br />penalty of ten pe~ cent (10%) of such charge shall be added to such bill. <br />Failure to pay the sewer service or rental charge by the due date stated on <br />the delinquent notice sent on unpaid water bills, to which bills were added <br />the sewer service or rental charges, shall result in discontinuance of the <br />water service without regard to change of ownership or occupancy of the <br />premises; and water shall not again be turned on until all water and sewer <br />service or rental charges due and payable shall have been paid, together with <br />any required water turn-on charges. <br /> <br />902.07 UNPAID CHARGES A LIEN <br /> <br />Each sewer charge levied purSuant to this Chapter is ~ereby made a lien upon the <br />premises charged therewith, and if the same is not paid within thirty (30) <br />days prior to July 1st of each year, it shall be certified to the Auditor of <br />Cuyahoga County who shall place the same on the tax duplicate of the county <br />with the interest and penalties allowed by law, and the same shall be collected <br />as other municipal taxes are collected~ The City shall also have the right, in <br />the event of non-payment as aforesaid, to proceed to collect such delinquent <br />charges in a civil action. <br /> <br />902.08 RULES AND REGULATIONS <br /> <br />The Director of Public Works shall make and enforce such rules and regulations <br />as he may deem necessary for the collection of sewer service or rental charges <br />and for the safe, economic and efficient management and protection of the sewage' <br />system and the Waste Water Treatment Plant. Such rules and regulations shall <br />have the same force and effect as Ordinances of the City of Lakewood when not <br />repugnant thereto or to the Constitution or laws of the State of Ohio. <br /> <br />902.09 EFFECTIVE DATE <br /> <br />The sewer service or rental charge herein provided shall be applicable and <br />effective with respect to water bills rendered on or after April 1, 1975. <br /> <br /> Section 2.
