<br />AN EMERGENCY ORDINANCE designating the Comnu¡¡ity Imp:roVei1Bnt
<br />Corporation of Lakewood as the agency and instrumentality of the Mnnícipal
<br />Corporation for industrial, corrmercial, distribution and research. development,
<br />confirming a plan for such development and authorizirig the execution of à.n
<br />Agreement with such Corporation to accomplish such development.
<br />
<br />WHEREAS, Section 13 of Article VIII of the Ohio Constitution
<br />provides that, to create jobs and employment opportunities and to ìmprove
<br />the econanic welfare of the people of the state, it is in the public interest
<br />and a proper purpose for a Municipal Corporation, its agencies or ÍDstru-
<br />mentalities or corporations not for profit, designated by such Municipal
<br />COrporation as its agency or instruIr\€!ntality, to perform the acts and
<br />exercise the powers therein provided, and
<br />
<br />WHEREAS, Section 1724.10, Revised Code of Ohio, provides that a
<br />cannunity improvement corporation, which, under the laws of Qhio is a
<br />Corporation not for profit, may be designated by a Municipal Corporation as
<br />its agency for the industrial, ccmnercial, distribution and research
<br />development in said Municipal Corporation and that su-ch. Municipal Corporation
<br />may enter into a:h Agreanent with suCh. so designated coronunity improvement
<br />corporation, which Agreement may include one or:roore of the provisions
<br />of said section of the Revised Code, and
<br />
<br />WHEREAS, this ordinance constitutes an emergency measure necE;!ssary
<br />for the imnediate preservation of the public peace, health and -safety and
<br />by the further reason that this ordinance must take effect at the earliest
<br />possible time in order to reduce crimeand juvenile delinquency; prevent hanes
<br />and residential areas frorndeteriorating and become blighted with resultant
<br />increase in disease and other hazards to health; and reduce the am:1lll1t of taxes
<br />required for welfare programs, by maintaining and creating jobs,maintaining
<br />and improving the standard of living and maintaining and :Lncreas.ing property
<br />values by inrnediately stimulating and increasing industrial, comnercial,
<br />distribution arid research development in the City; now, therefore,

<br />BE IT ORDAINED BY THE CCUNCIL OF THE CITY OF LAKEWOOD, STATE OF
<br />
<br />Section 1. That for the purposes of creating jobs and employment
<br />opportunities and improving the econcruic welfare of the people as provided in
<br />Section 13, Article VIII of the Constitution of the State of Ohio, this Council,
<br />pursuant to the provisions of Section 1724.10, Revised: Code of Ohio, hereby
<br />finds and determines that it is the pOlicy of the City. of Lakewood to prümJte
<br />the health, safety, m::>i'als and general welfare of its inhabitants through the
<br />designation of a ccmnunity iInprovement corporation as the agency and instr1i-
<br />mentality of the Municipal Corporation for the Municipal Col'};X)ration I. sindustrial,
<br />comnercial, distribution and research. development, and the Corrmunity Improvement
<br />Corporation of Lakewood being such a COIIIlIUIlity improvement corporation and a
<br />corporation not for pr'Ofit, . is hereby designated as the .Municipftl Corporation's
<br />agency and instrumentality for its iÜdustrial, conmercial, distribution and
<br />research development.

<br />Section 2. That The Connnmity Trnprovement Corporation of Lakewood
<br />having prepared and submitted to this Council a Plan of Industrial, Conrnercial,
<br />Distribution and Research Development for the City of Lakewood (hereinafter
<br />called nPlanl!), which Plan is the: Agreement which the Mayor is hereinafter
<br />authorized to enter into on behalf of the Municipality with The Ccmnunity
<br />Improvement Corporation of Lakewood, said Plan is hereby confirmed by the:
<br />Council.
