<br />-2- <br /> <br />Section 3. That the Mayor be and he is hereby authorized to enter <br />into an AgreEment with The Ccmnunity Improvement Corporation of Lakewood in <br />substantially the fÖnn and containing the provisions attached hereto, incorporated <br />herein and marked 11Exhibit A". <br /> <br />Section 4. This ordinance is hereby declared to be an emergency <br />measure necessary for the imnediate preservation of the public peace, health <br />and safety and by the further reason that this ordinance must take effect at <br />the earliest possible time in order to reduce crirrB and juvenile delinquency; <br />prevent homes and residential areas from deteriorating and become blighted <br />with resultant increase in disease and other hazards to health; and reduce <br />the arrDunt of taxes rec}uired for welfare programs, by maintaining and creating <br />jobs '. maintaining and improving the standard of living and maintaining and <br />increasing property values by immediately stimulating and increasing industrial, <br />commercial, distribution and research development in the City, and provided <br />it receives the affirmative vote of two-thirds of all members elected to <br />Council, it shall take effect and be in force imnediately upon its adoption <br />and approval by the Mayor; otherwise it shall take effect and be in fórce <br />frcm and after the earliest period allowed by law. <br /> <br />AdOPted:~ fYl 1£ /7; /'1 If <br /> <br />APproval.tfjvi /1 /'17% <br /> <br /> <br /> <br />~..é, <br /> <br />Mayor <br />
