PLEASE SUBSTITIIIE FOR <br />ORDINANCE PLACED ON DOCKET <br />JULY 2, 1979 <br /> <br />ORDINANCE NO. <br /> <br />5B-79 / <br /> <br />BY: Brockman, Brown, Chinnock, <br /> NcBride, Salmon, Wendling <br /> <br /> AN EMERGENCY ORDINANCE supplementing tile Building Code of the Codified <br />Ordinances of tile Ci:y of Lakewood by enacting new Chapter 1329 relating to the <br />regulation of signs. <br /> <br /> NIIEREAS, the City of Lakev~Od is a No~)e ff~le Muz~icipal~ty'and hy <br />tile authorikF of ~he Constitution of the State of Ohio is authorized to regulate <br />signage for the pru~Cection. ~f the public health, safety and welfare, and <br /> <br /> WIIEREAS, standards for the regulation of sigr, s shall promote and <br />maintain the high value of residential and co.m)ercial districts in the City of <br />Lakewood, and <br /> <br /> WIIEREAS. standards for the regulation of signs shall improve the <br />appearance of commercial areas by. the design of signs which are aesthetically <br />harmo~ious with surrounding properties and the overall urban design <br />of the City, and <br /> <br /> WIIER£AS, this Chapter constitutes an emergency measure providing,for <br />tile i,mlediate preservation of tile public health, safety and welfare of the citizens <br />of tile City of Lakewood, and for the further reason that such standards should be <br />established at th9 earliest possible time; now, therefore, <br /> <br />DE IT ORDAINED BY THE COUNCIL OF TIlE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That tile l~uilding Code of the Cedified Ordinances of the <br />City of Lake~.:ood be supplemented by enacting new Chapter 1329 relating to the <br />regulation of signs which shall read as follows: <br /> <br />CHAPTER 1329 <br /> S I GNS <br /> <br />1329.01 INTEfiT. <br /> <br />Sign regulations, including provisions to control the type, design, <br />size, location, illmHnation, and mai~tenance tilH.,reof, are <br />established in order to ~chieve, among others, the following " <br />purposes: <br /> <br />(a) <br /> <br />to promote atLractive and maintain high value residential <br />districLs by I)ermitting only nameplates., bulletin boards <br />and si§J~s related %o tile development, rental or sale of <br />properties iJ) such districts; '.. <br /> <br />(b) <br /> <br />to provide reasonable, yet appropriate, conditions for <br />identifying and advertising goods sold or services <br />rendered in business districts by relating the size, type, <br />and design of signs to the type and size of establishments; <br /> <br />(c) <br /> <br />(d) <br /> <br />to provide for appropriate signs for tile identification <br />and encouragement of industrial develoim,ent; <br /> <br />to control the design of signs so that their appearance <br />will be aesthetically hamlonious with their surroundings <br />and an overall urban design for. the area; <br /> <br />(e) <br /> <br />to eliminate a.y co~ftict betwee~ advertising (or <br />identificai, imO signs and' traffic co~trol signs which <br />would he hazardous So the safe~y of the motoring public <br />or I)edestria~. <br /> <br /> <br />
