Children of pre-kindergarten age shall be admitted free when accom- panied by an adult, except for special programs. With respect to the definition of the word "quarterly" as used herein, it is intended that the Summer Quarter shall be that period of time during which Madison Pool and Foster Pool are open to the public for outdoor swimming. The balance of the year shall be divided into three equal periods known as Fall Quarter, Winter Quar- ter and Spring Quarter, the specific dates of which quarters shall be determined and posted by the Director of Recreation. In the event an admission charge is made for spectator events and/or fund raising activities, the sponsor may be required to share receipts in excess of the basic pool rental charges upon such terms as shall be agreed upon between the sponsor and the Director of Recreation.
