ORDINANCE: By: B~ow~, Chinno:k, Gallagher, Graham, Sah~lon, Wendling AN EMERGENCY ORDINANCE supporting the Clean Community System as developed by Keep America Beautiful, !nc., and establishing the Lakewood Clean Con,unity Board. WHEREAS, the City of Lakewood desires to improve the physical quality of community life; and WHEREAS, the expense of collecting and disposing of loose refuse is an ever.-increasing expense to the City of Lakewood; and WHEREAS, a clean environment contributes to the emotional., physical and economic well-being of the citizens of Lakewood, and WHEREAS, the Clean Co~nunity System, developed by Keep ~nerica Beautiful, Inc., will assist greatly in reducing the improper handling of waste in the City of~Lakewood and thereby reduce litter, now, therefore, BE IT ORDAINED BY THE COUNCIL OF THE CITY OE LAKEWOOD, STATE 0F OHIO: Section 1. Creation of the Board. That the Lakewood Clean Community Board is hereby created for the purpose of ~ssisting the City Council a~d Mayor in establishing a city-wide po]icy for decreasing the amount of loose refuse in the City of Lakewood. Section 2. Duties. That the duties of said Board sha]t be: ]. to promote public interest in the genera], improvement of the environment of the City of Lakewood; 2. to initiate, plan, direct and coordinate programs for litter control for the connnunity on a sustainable basis; 3. to implement and maintain the Clean Community System; 4. to study, investigate and develop plans for improving the health, sanitation, safety, and cleanl]ness of the City of Lakewood by beautifying public and private areas in the City of Lakewood; 5. to aid in the prevention of fires, diseases and other casualties by the remova] and elimination of trash and other debris from public and private areas; 6. tO encourage the placing, planting and/or preservation of trees, flowers, plants, sbrubbery, and other objects of ornamation in the City of Lakewood; 7.~ to protect song birds and other wild fowl; 8. to advise and recommend plans to other agencies of the City of Lakewood for the beautification of the City Of Lakewood; 9. and otherwise to promote public interest in the general improvement of the environment of the City of Lakewood.
