Nc.lhing contained herein, however, shall oe construed to abridge or ch~nqe the po~er~ and duties of other co.mm~issions~ departments, boards nd like ge~'cies of the City of Lakewood; and provided further that any project or undertaking begun by the Board shall be terminated at any time upon the decision of either the Mayor or C~u~, ii that the'continuance thereof is not in the public interest. Section 3. Authority. That in order to perform the fore- going duties, the Board shall have the following authority: 1. to adopt by-laws to facilitate the attainment of its purpose and functions; 2. to initiate, plan, direct and coordinate com~unitywide efforts to achieve its goals; 3. to solicit and accept donations and appropriations of money, services, products, property and facilities for expenditure and use by the Board for the accomplishment of its objects; 4. to make recommendations to City Council and the Mayor as well as to the private sector regarding measures which it deems necessary to accomplish its objects. Section 4. Membership- That the Lakewood Clean Community Board provided for herein shall be comprised of seventeen (17). members who shall be residents of and/or real property owners in the city of Lakewood and who shall be approved by the City Council and the Mayor. In addition, all members of City Council and the Mayor shall be non-voting ex-officio members of the Board. The Board shall Consist of representatives from: Numb~r of Place Members Number Municipal Representatives (Director of Health, Director of Public Works, Director of Co~n~]nity Development and Superintendent of Refuse) Community Organization Representa- tives B~siness & Industry Representatives Educational Representative ~embers at Large 1-4 4 4 9-12 I 13 4 14-17 With the exception of the DirectOr of Health, Director of Public Works, Director of Community Development and Superintendent of Refuse, whose te~ns shall be indefinite, members of the Board originally appointed to fill odd-numbered places shall be appointed for a term of two (2) years, and members of the Board originally appointed to fill even~numbered places shall be appointed for a term of three (3) years. Thereafter, the term cf each Board member shall be three years. No Board member shall serve more than two (2) SUCCessive terms, provided, however, that a Board member appointed to complete the term of another Board member shall, at the completion of such term be eligible for appointment for another two (2) successive terms.
