CR I~XCE NO. 51- 81 BY' Brown, Chinnock, Graham, McBride, Wendling Gallagher, Salmon, AN' ORDINANCE to enact new Chapter 913 of the Streets and Public Services Code of the Codified Ordinances of the City of T~kewood, relating to re~lation Of t~ .... ct' ~ r~ni cipal and private sewers -nd dr~_jns and the discharge of waters and waste into the public sewer system. %%~]5R~S, she said Environmental Protection Agency requires municipalities who ~ccept design and construction grants to ~ssure that sewers are used in a proper manner in cc~plinnce with ~pplicable federal regulations and with good engineering practices, and %~IEREAS, pursuant to Ordinance 59-78 adopted July 5, 1978, the City provided certain ~ssurances of compliance to the Federal EnvoIonmental Protection A~ency in connection with the City's application for its Step II Erant and the. proposed modification of the wsstewater treatment plant, and %%/tEREAS, this Co~mcil determines it to 'be in the best interest of the City to enact such le~islation to-provide for the regulation of the use of municipal and pri%~te s~vers and drains, individual wastewater disposal, the installation, connection and disconnection of buildinE sewers and the discharge of wa~ers and waste into the public sewer system; now, therefore, BE IT ORII~L'k1ED BY THE CEN3NCIL OF ~ CITY OF LAK~¥~, STATE OF CHIO: Section 1. That Part 9 of the Streets and Public Services Code by and the same is hereby supplemented by enacting new Chapter 91~ to read ss CHAPTER 913 WAST~ATER DISPOSAL SECTION 913.01: Puroose and Polic~. This Chapter s~ts forth uniform requirements for discharges into the City's wastewa~er disposal system and enables the City to comply with all State and Federal laws. The objectives of this Chapter are: a) To preven~ the introduction of pollutants into the waste- water disposal system which will interfere with the opera- tion of the system or the use or disposal of the sludge; b) To prevent the introduction of pollutants into the waste- water disposal system which will pass through the system inadequately treated into receiving waters or the at=os- phere or otherwis~ be.incompatible with the system; and c) to improve the opportunity to recycle and reclaim waste- water and sludge from the system. This Chap=er provides for the regulation of discharges into the City's was~ewaEer disposal system through the issuance of permits =o certain users and through enforcement of the general requirements for the other users, authorizes menitoring and enforcement activities, requires user reporting, and provides for the setting of fees for the equitable distribution of costs resulti~§ from the program established herein.
