Thi~ Chapter ~hall apply to the City of Lakewood and to persons outside <br />-~ City ~ho are by contract or agreement with the City, users of the <br />City wa~tewater disposal system. Except as otherwise provided herein, <br />the CiTy Engineer shall administer, implement and enforce the provisions <br />of this Chap:er. <br /> SECTION 913.02: Definitions. Unless the context specifically indicates <br /> otherwise, The following terms, as used in this Chapter, shall have the <br /> meanings hereinafter designated: <br /> (a~) ~c= - i~e ~e=e%al Water Pollution Control Act also known as <br /> the Clean Water Act, as amended, 33 U.S.C. 1251, et seq. <br /> (b) Biochemical Oxvzen Demand (BODs)' - The quantity of oxygen <br /> utilized in the biochemical oxidation of organic matter under <br /> standard laboratory procedure in five (5) days at 20° Centigrade <br /> expressed in terms of weight &nd concentration (milligrams per <br /> liter (mt/l)). <br /> (c) Building Draiq - That part of the lowest horizontal piping <br /> of a drainage system which receives the discharge from soil, <br /> waste, and other .drainage pipe~ inside the walls of the build- <br /> ing and conveys it to the building sewer, beginning outside <br /> the inner face of the building wall. <br /> (d) Building Sewe~. - The extension from the building drain to the <br /> municipal sewer or other PlaCe of disposal. <br /> (e) Cit.__~v - The City of Lakewood or the City Council of Lakewood. <br /> (f) Commercial USer - A commercial business discharging waste- <br /> water; users not categorized as residential or ~ndustrial. <br /> (g) Coo!inz Water - The water discharged from any use such as air <br /> conditioning, cooling or refrigeration, or during which the <br /> only constituent added to the water is heat. <br /> <br />(h) Engineer -~ means the City Engineer or the Engineer's duly <br /> authorized deputy, agent or representative. <br />(i) Garbaze - Solid wastes from the preparation, cooking and <br /> dispensing of food, and from the handling, storage and sale <br /> of produce. <br /> <br />(j) Industrial. User - A person who discharges to the City's waste- <br /> water disposal system liquid wastes resulting from theprocesses <br /> employed in industrial or manufacturing, or from the development <br /> of any natural resource. <br /> <br /> (k) Industrial Wastewater -'- The liquid wastes-from industrial <br /> <br /> processes. <br /> (1) Lo~ - A plot of land in any part of the municipality contain- <br /> ing no more than one connection to the wastewater disposal <br /> system. <br /> <br /> (m) Municioal Sewer - A sewer in which all owners of abutting <br /> properties have equal rights, and which is controlled by <br /> public authority. <br /> (n) National Pollutant Discharse Elimination. System (NPDES) Permit. <br /> Any permit or requirements issued by the Ohio Environmental <br /> Protection Agency (OEPA) pursuant to the Federal Water Pollution <br /> ControI Act, as amended (33 U.S.C. 1251, et seq.); for the <br /> purpose of regulating the discharge of sewage, industrial wastes, <br /> or other wastes under the authority of Section 402 of the Act. <br /> <br />_9.- <br /> <br /> <br />
