Brown, Chinnock, Gallagher, <br />ORDINANCE NO. 73 -81 By: <br /> Graham, McBride, Salmon, <br /> Wendling <br /> An emergency ordinance to provide for the submission to the <br />electorate of an amendment to Article VI, Section 3 of the Amended <br />Charter of the City of Lakewood, pertaining to the qualifications of the <br />Commissioner of the Division of Health within the Department of Public <br />Safety. <br /> <br /> WHEREAS, an emergency exists in that this proposed Charter <br />amendment is to be presented to the electorate of the City of Lakewood <br />at the general election to be held on November 3, 1981; and <br /> <br /> WHEREAS, for the foregoing reason, this ordinance constitutes <br />an emergency measure providing for the immediate preservation of the <br />public health, safety and welfare; now, therefore, <br /> <br /> BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE <br />OF OHIO, TWO-THIRDS OF ALL MEMBERS ELECTED THERETO CONCURRING: <br /> <br /> Section 1. That the question of the amendment to Article VI, <br />Section 3 of the Amended Charter of the City of Lakewood, so that as <br />amended the same shall be and read as follows: <br /> <br />ARTICLE VI. DEPARTMENT OF PUBLIC SAFETY. <br /> <br />SECTION 3. ORGANIZATION. <br /> <br /> The Divisions of Police and Fire shall each be under the <br />charge of a Chief; the Divisions of. Health and Building <br />Inspection shall be under the charge of a Commissioner; and <br />the Division of Smoke Inspection and Regulation shall be under <br />the charge of an Inspector. <br /> <br /> Each division shall be further composed of such officers <br />and employees as may be provided by ordinance or resolution of <br />the Council. In case of disaster, riot, conflagration or <br />epidemic, the Mayor may appoint additional patrolmen, firemen <br />or other officers and employees for temporary service. The <br />Commissioner of the Division of Health shall be a physician <br />licensed to practice in the State of Ohio or a person pro- <br />fessionally trained and qualified in providing or adminis- <br />tering public health services, with such training and qualifi- <br />cations being prescribed by ordinance or resolution. The <br />Commissioner of Health need not be a resident of the City. <br /> <br /> (Upon adoption of this amended Section, the existing <br />Article VI, Section 3 of the Amended Charter of the City of <br />Lakewood shall be repealed.) <br /> <br /> <br />
