be submitted to a vote of the qualified electors of the City at the <br />general election to be held on Tuesday, the 3rd day of November, 1981 <br />the regular places of voting in the City and during the usual hours for <br />holding elections as provided in the general laws of the State of Ohio. <br /> <br /> Section 2. That the ballot submitting the question of the <br />adoption of the foregoing proposed amendment shall read as follows: <br /> <br /> "PROPOSED <br />CHARTER AMENDMENT <br />CITY OF LAKEWOOD, OHIO <br /> <br /> Shall the proposed amendment of Article VI, Section 3 of <br />the Amended Charter of the City of Lakewood, Ohio: <br /> <br />ARTICLE Vi. DEPAR?MENT OF PUBLIC SAFETY. <br /> <br />SECTION 3. ORGANIZATION. <br /> <br /> The Divisions of Police and Fire shall each be under the <br />charge of a Chief; the Divisions of Health and Building Inspec- <br />tion shall be under the charge of a Commisszoner; and the <br />Division of Smoke Inspection and Regulation shall be under the <br />charge of an Inspector. <br /> <br /> Each division shall be further composed of such officers <br />and employees as may be provided by ordinance or resolution of <br />the Council. In case of disaster, riot, conflagration or <br />epidemic, the Mayor may appoint additional patrolmen, firemen <br />or other officers and employees for temporary service. The <br />Commissioner of the Division of Health shall be a physician <br />licensed to practice in the State of Ohio or a person pro- <br />fessionally trained and qualified in providing or adminis- <br />tering public health services, with such training and qualifi- <br />cations being prescribed by ordinance or resolution. The <br />Commissioner of Health need not be a resident of the City. <br /> <br /> (Upon adoption of this amended Section, the existing <br />Article VI, Section 3 of the Amended Charter of the City of <br />Lakewood shall be repealed.) <br /> <br />be adopted?" <br /> <br /> Said ballot shall provide appropriate means for the voter to <br />indicate his affirmative or negative vote on the question. <br /> <br /> Section 3.
