be submitted to a vote of the qualified electors of the City at the <br />general election to be held on Tuesday, the ~rd day of November, 1981 at <br />the regular places of voting in the City and during the usual hours for <br />holding elections as provided in the general laws of the State of Ohio. <br /> <br /> Section 2, That the ballot submitting the question of the <br />adoption of the foregomng proposed amendment shall read as follows: <br /> <br /> "PROPOSED <br />CHARTER A~NDMENT <br />CITY OF LAKEWOOD, OHIO <br /> <br />Shall the proposed amendment of Article VIII, Section 3 <br />of the Amended Charter of the City of Lakewood, Ohio: <br /> <br />ARTICLE VIII. THE DEPARTMENT OF FINANCE. <br /> <br />SECTION 3, REPORTS. <br /> <br /> The Director of Finance shall periodically report as <br />directed to Councml, to officials and to the public the re- <br />corded facts in such summarzes and analytzcal schedules in <br />detailed support thereof, as sha%l be necessary ~o show the <br />full effect of such transactions for each fiscal year or part <br />thereof upon the finances of the City and in relation to each <br />department of the City government. <br /> <br /> The Director of Finance shall annually prepare and submit <br />to the Mayor and Council a recommended five-year financial <br />plan for the City's operating and capital need~i The Director <br />of Finance's recommended financzal plan shall be prepared <br />after consultation with the Mayor and the heads of other City <br />departments affected thereby, and such recommended financmal <br />plan shall be advisory only and need not be followed ~n the <br />adoptmon of the City's tax budget, annual, temporary or <br />supplemental appropriation measures or ordinances, resolutions <br />or other actions concerning capital programs or permanent <br />improvements. <br /> <br /> (Upon adoption of this amended Section, the existing <br />Article VIII, Section 3 of the Amended Charter of the City of <br />Lakewood shall be repealed.) <br /> <br />be adopted?" <br /> <br /> Said ballot shall provide appropriate means for the voter to <br />indicate his affirmative or negative vote on the question. <br /> <br /> Section 3.
