ORDINANCE NO. 79 -81 By: Brown, Chinnock, Gallagher, <br /> Graham, McBride, Salmon, <br /> Wendling <br /> An emergency ordinance to provide for the submission to the <br />electorate of the enactment of new Article XXI, Section 10 of the <br />Amended Charter of the City of Lakewood, pertaining to the Charter <br />Review Commission. <br /> <br /> WHEREAS, an emergency exists in that this proposed Charter <br />amendment is to be presented to the electorate of the City of Lakewood <br />at the general election to be held on November 3, 1981; and <br /> <br /> WHEREAS, for the foregoing reason, this ordinance constitutes <br />an emergency measure providing for the immediate preservation of the <br />public health, safety and welfare; now, therefore, <br /> <br /> BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE <br />OF OHIO, ~O-THIRDS OF ALL MEMBERS ELECTED THERETO CONCURRING: <br /> <br /> Section 1. That the question of the enactment of new Article <br />XXI, Section 10 of the Amended Charter of the City of Lakewood, so that <br />the same shall be and read as follows: <br /> <br />ARTICLE XXI. GENERAL PROVISIONS. <br /> <br />SECTION 10. CHARTER REVIEW COMMISSION <br /> <br /> In January of 1985 and of each tenth year thereafter, <br />nine electors of the City shall be appointed as members of a <br />Charter Review Commission pursuant to this section. Five of <br />the members of the Commission shall be appointed by a vote of <br />at least a majority of the members of the Council, and four <br />members of the Commission shall be appointed by the Mayor. <br />Members of the Commission shall nog hold any other office or <br />position of employment with the City. The Commission si]all <br />review the Charter and within six months after the appointment <br />of its members, may recommend to the Council by a two-thirds <br />vote of the members of the Commission, revisions and amend- <br />ments to th~s Charter. The Council may submit any proposed <br />amendments recommended by the Commission to a vote of the <br />people in the manner provided under this Charter and the <br />Constitution of Ohio, Such amendments shall be in the form as <br />provided by the Council. <br /> <br />be submitted to a vote of the qualified electors of the City at the <br />general election to be held on Tuesday, the 3rd day of November, 1981 at <br />the regular places of voting in the City and during ~he usual hours for <br />holding elections as provided in the general laws of the State of Ohio. <br /> <br /> Section 2.
