Section 8. That the Director of Finance be and he is hereby auth- <br />orized to draw checks upon the City depositories for the amounts <br />appropriated in this ordinance whenever claims are presented proper- <br />ly approved by the head of the department for which the indebtedness <br />is incurred, provided the President of Council shall approve all <br />claims of the City Council. <br /> <br />Section 9. That this ordinance is hereby declared to be an emergency <br />measure for the reasons stated in the preamble, and provided it re- <br />ceives the affirmative vote of two-thirds (2/3) of all members elected <br />to Council, it shall take effect and be in force immediately upon its <br />adoption and approval by the Mayor. <br /> <br />Adopted:~[~l~O~ <br /> <br /> <br />
