respect to the issuance of the Series 1982 Bonds, is autho- rized and directed, alone or in conjunction with any of the foregoing or with any other officer, employee or consultant of the Issuer, to give an appropriate certificate on behalf of the Issuer, for inclusion in the transcript of proceed- ings for the Series 1982 Bonds, setting forth the reasonable expectations of the Issuer regarding the amount and use of all such proceeds and the facts and estimates on which they are based, all as of the date of delivery and payment for such Series 1982 Bonds. The Clerk shall furnish to the Original Purchaser a true transcript, certified by the Clerk, of all proceedings which took place with reference to the issuance of the Series 1982 Bonds along with such other information for the records as is necessary to determine the regularity and validity of the issuance of the Series 1982 Bonds. Section 12. S~plemental Indenture, Official Statement and Other Documents. The Series 1982 Bonds shall be secured both as to principal thereof and premium, if any, and interest thereon, by the Indenture as supplemented pursuant to the authority contained in this Ordinance, and the Executive and Fiscal Officer are hereby authorized and directed in the name and on behalf of the Issuer to make, execute, acknowledge, and deliver to the Trustee under the Indenture, in trust for the Original Purchaser and subse- quent holders of the Series 1982 Bonds, a good and suffi- cient First Supplemental Trust Indenture in the form now on file with the Clerk (which First Supplemental Trust Inden- ture has been approved as to form and correctness by the Legal Officer in accordance with Article VII, Section 1 of the Issuer's Charter) so that the Ser!es 1982 Bonds may be secured by the Original Indenture and the First Supplemental
