Section 18. Effective Date. This Ordinance is <br />hereby declared to be an emergency measure necessary for the <br />immediate preservation of the public peace, health, safety <br />and welfare in the City for the reasons set forth and defined <br />in the preamble to this Ordinance, and provided it recelves <br />the affirmative vote of two-thirds of all members elected to <br />Council, it shall take effect and be in force immediately <br />upon its adoption and approval by the Mayor; otherwise, it <br />shall take effect and be zn force after the earliest period <br /> <br />allowed by law. <br /> <br /> P'rSsld~nt <br />· 198.~. ~~ <br /> <br />89T4-A <br /> <br />-42- <br /> <br /> <br />
