in compliance with all legal requirements including Section 121.22, Ohio <br />Revised Code. <br /> <br /> Section 22. Separability. Each section of this Bond Legisla- <br />tion and each subdivision of any section hereof is hereby declared to be <br />independent, and the finding or holding of any section or subdivision of <br />any section hereof to be invalid or void shall not be deemed or held to <br />affect the validity of any other section or subdivision of this Bond <br />Legislation. <br /> <br /> Section 23. Recitals. It is hereby determined and recited <br />that all acts, conditions and things necessary to be done precedent to <br />and in the issuing of the Series 1983-A Bonds an the Series 1983-B Bonds <br />in order to make the same, respectively, legal, valid and binding <br />revenue bonds issued by the City of LakewoQd,.Ohio will have happened, <br />been done and performed or will happen, be done and performed in regular <br />and due form as required by law; and that no limitation of indebtedness <br />or taxation, either statutory or constitutional, is applicable to the <br />issuance of either the Series 1983-A Bonds or the Series 1983-B Bonds. <br /> <br /> Section 24. Emergency Clause. This Bond Legislation is <br />hereby declared to be an emergency measure necessary for the immediate <br />preservation of the public peace, health, safety and welfare in the City <br />of Lakewood, Ohio for the reasons set forth in the preamble hereto, <br />which reasons are incorporated herein as fully as if restated herein, <br />and provided it receives the affirmative vote of at least two-thirds of <br />all members elected to this Legislative Authority, this Bond Legislation <br />shall be in full force and effect from and immediately after its passage <br />and approval by the Executive; otherwise, it shall take effect and be in <br />force from and after the earliest date allowed by law. <br /> <br />89T10-A <br /> <br />-47- <br /> <br /> <br />
