over RITA's computer hardware, provided that no such changes, additions or deletions shall be such as to violate the terms of this Section 3 or the specifications set forth in the Xerox Agreement. 4. RITA will provide data processing services to Lakewood using the System, for no additional charge (other than the cost of installation, modems, if used and monthly charges for telephone lines between Lakewood and RITA) from the date hereof through December 31, 1989, and thereafter at the lowest rates therefor charged by RITA to its other governmental customers for similar data processing services, except as provided in Section llC(ii) hereof. Lakewood shall receive first priority for on-line processing when its data is provided in machine-readable form to RITA on a timely basis. RITA agrees to provide all usual and customary support for the System using RITA personnel, and to keep in effect during the term hereof the Xerox Malntehance and Support Agreement (attached to the Xerox Agreement as Attachment C) or a similar maintenance agreement meeting the standards for Xerox mainte- nance as set forth in the Maintenance and Support Agreement, so long as Lakewood makes payment therefor through January 31, 1990, unless this Agreement is earlier terminated as provided herein. 5. RITA may make such modifications to the System as it may deem necessary in order to best provide data processing services to its users, including Lakewood, provided however that RITA shall not modify the core programs of the System so as to make the System ineligible for Xerox maintenance. Any such modifications may be offered to RITA users and sublicensees as a distinct subsystem so as not to affect the System used by Lakewood unless Lakewood requests integration of such -4-
