<br /> HEATING SHUT-OFF LOAN PROGRAM CONTRACT <br /> (the "Grant Contract") <br />WHEREAS, the State of Ohio's moratorium on utility heating shut-offs <br />expired April 1, 1983; and <br />WHEREAS, THE Council of the City of Lakewood, Ohio (the "City") has <br />determined by the enactment of an ordinance that: (a) an emergency exists <br />since economically needy residents of the City will suffer serious, perhaps <br />even fatal, health problems due to their inability to pay service utility <br />charges in order to prevent a shut-off of or r~storation of their heating <br />ut i 1 ity service, (b) it is a proper munic ipa 1 pub 1 ic purpose for the City <br />to award a grant of $10,000 to the Lakewood Commission on Aging (the "Grantee") <br />for the purpose of allowing the Grantee to administer a program of non-interest <br />bearing loans to such economically needy residents of the City to prevent the <br />shut-off or to restore their heating utility services, and (c) the City's <br />Mayor is authorized to award such grant by the execution of this'Grant <br />Contract, sUbject to the Grantee's acceptance of the terms and condit ion,s <br />of this Grant Contract; <br />WHEREAS, the Grantee is willing to and the undersigned officer of the <br />Grantee has been duly authorized to accept the terms and conditions of <br />this Grant Contract, <br />NOW THEREFORE IT IS MUTUALLY AGREED AS FOLLOWS: <br />Section 1. Definition of Eligible Person. <br />(A) As used in this Grant Contract an "Eligible Person" shall mean <br />any person who: <br /> (1) Is a resident of the City who occupies as his or her <br /> residence the premises for which the heating utility service <br /> charges are due and payable. <br /> (2) Has had his or her heating utility service shut·off or <br /> has received notice that such heating utility service will <br /> be shut-off or discontinued because of lack of payment. <br /> (3) Is a responsible member of a household which contains <br /> one or more individuals who are related and are receiving <br /> or are eligible to receive: (i) aid for dependent children, <br /> (i iJ social security insurance benefits, (iii) food stamps, <br /> (iv) poor relief payments through Cuyahoga County, or (v) <br /> that the incomes for 1982 of members of the household, when <br /> aggregated, did not exceed the amount shown in the following <br /> schedule: <br /> Number in the Household Aggregate Income of Members of <br /> - Household <br /> - <br /> 1 $ 5,911 <br /> 2 5,449 <br /> 3 7,639 <br /> 4 (5,873 <br /> 5 9,063 <br /> 6 11,609 <br /> 7 13,759 <br /> 8 15,561 <br /> 9 17,638 <br /> 10 19,569 <br /> 11 or more 23,215 <br /> <br />: <br />
