ORDINANCE NO. 55-83 BY: Brown, Chinnock, McBride, Salmon, Wendling AN EMERGENCY ORDINANCE additionally appropriating the sum of $20,000 from the unappropriated balance of the Capital Improvements Fund for the purpose of funding the cost of preparation of a five year Development Plan by an outside consultant on the behalf of the Lakewood Planning Commission. WHEREAS, the Planning Commission has requested assistance so as to create a five year Developmental Plan for the City of Lakewood, and WHEREAS, the Finance Committee of Council of the City of Lakewood has rec- commended that a sum of $20,000 be set aside for such a purpose, and WHEREAS, this ordinance is an emergency measure which is necessary for the immediate preservation of the public peace, property, health, safety and welfare in the City; now, therefore BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That the sum of $20,000 be and is hereby appropriated from the unappropriated balance of the Capital-Improvements Fund for profession- al services (Planning Consultants). Section 2. It is found and determined that all formal actions of this Council concerning and relating to the passage of this ordinance were adopted in an open meeting of this Council, and that all such deliberations of this Council and any of its committees that resulted in such formal action, were in meet- ing open to the public, in compliance with all legal requirements including the City's Charter and Codified Ordinances. Section 3. That this ordinance is hereby declared to be an emergency measure necessary for the imemdiate preservation of the public peace, property, health, safety and welfare in the City for the reasons set forth and defined in the preamble to this ordinance, and provided it receives the affirmative vote of two-thirds of all members elected to Council, this ordinance shall take effect and be in force immediately upon its adoption by the Council and approval by the Mayor, otherwise it shall take effect and be in force after the earliest period allowed by law.
