ORDINANCE NO. 3-84 <br /> <br />BY: Brown, Chinnock, Gallagher, Graham, <br /> McBride, Wendl'~ng <br /> <br /> AN EMERGENCY ORDINANCE authorizing the Mayor on behalf of the City of <br />Lakewood to enter into an agreement with the Lakewood Board of Education to fur- <br />nish food service to the Office On Aging for the purpose of home delivery. <br /> <br /> WHEREAS, the demand upon the Office On Aging for home services for <br />frail and impaired elderly residents has increased substantially over the years <br />and <br /> <br /> WHEREAS, the request for home delivered meal services has increased <br />substantially with the Lakewood Meals on Wheels program presently at capacity <br />with a long waiting list, and <br /> <br /> WHEREAS, the Office On Aging has negotiated with the Lakewood Board <br />of Education to purchase additional meals at bulk for home delivery which would <br />enable said Office to better serve the community, and <br /> <br /> WHEREAS, this ordinance constitutes an emergency measure providing for <br />the immediate preservation of public health, safety and welfare; now, therefore, <br /> <br />BE ITORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That the Mayor be and he is hereby authorized and directed <br />to enter into an agreement with the Lakewood Board of Education to furnish food <br />service to the Lakewood Office On Aging for the purpose of home delivery to <br />frail and impaired residents of Lakewood, which agreement is attached hereto as <br />Exhibit "A" and incorporated herein as if fully rewritten. <br /> <br /> Section 2. It is found and determined that all formal actions of <br />this Council concerning and relating to the passage of this ordinance were <br />adopted in an open meeting of this Council, and that all such deliberations of <br />this Council and of any of its committees that resulted in such formal action, <br />were in meetings open to the public, in compliance with all legal requirements <br />including Section 121.22 of the Ohio Revised Code. <br /> <br />Adopted~~ /(~,, /C/~/ <br /> <br /> Section 3. That this ordinance is hereby declared to be an emergency <br />measure for the reasons stated in the preamble hereof and provided it receives <br />the affirmative vote of two-thirds of all members elected to Council, it shall <br />take effect and be in force immediately upon its adoption and approval by the <br />Mayor; otherwise, it shall take effect and be in force after the earliest <br />period-allowed by law. <br /> <br />Approved: <br /> <br /> <br />
