ORDINANCE NO. 14-84 <br /> <br />BY: Brown, Chinnock, Gallagher, Graham, <br /> McBride, Salmon, Wendling <br /> <br /> AN EMERGENCY ORDINANCE to amend subparagraphs (2) and {3) of paragraph <br />(d) of Section g13.06, Section gl3.10, and enacting new Section gl3.191 of Chap- <br />ter gl3, Wastewater Disposal, of the Streets and Public Services Code of the <br />Codified Ordinances of the City of Lakewood relating to the regulation of the <br />use of sewers and the discharge of waters and waste into the public sewer system. <br /> <br /> WHEREAS, on July 20, lg81, Council adopted Ordinance No. 51-81 estab- <br />lishing rules and regulations of the use of municipal and private sewers and <br />drains and the discharge of waters and waste into the public sewer system in com- <br />pliance with Environmental Protection Agency requirements, and <br /> <br /> WHEREAS, the Environmental Protection Agency has mandated that the <br />City establish a pretreatment program by March, 1984, in accordance with <br />standards established by said Environmental Protection Agency, and <br /> <br /> WHEREAS, this Council determines it to be in the best interest of the <br />City to enact such legislation to amend the present regulations to conform to <br />the new regulations established by the Environmental Protection Agency, and <br /> <br /> WHEREAS, this ordinance constitutes an emergency measure providing <br />for the immediate preservation of the public health, safety, and welfare and <br />for the usual daily operation of a municipal department; now, therefore, <br /> <br />BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That existing subparagraphs (2) and (3) of paragraph (d) <br />of Section 913.06 of Chapter gl3, Wastewater Disposal, of the Streets and <br />Public Services of the Codified Ordinances of the City of Lakewood, now reading <br />as follows: <br /> <br />913.06 MUNICIPAL SEWERS USE RESTRICTIONS. <br /> <br />(a) <br />(b) <br />(c) <br />(d) <br /> <br />(2) ~y'waters or wastes containing toxic or poison- <br />ous solids, liquids or gases in sufficient quantity, <br />either singly or by interaction with other wastes, to <br />injure or interfere with any wastewater treatment <br />process, constitutes a hazard to humans or animals, <br />create a public nuisance or create any hazard in the <br />receiving waters of the wastewater treatment plant, <br />including but not li~ted to the following concentra- <br />tions of materials in the wastes as received at the <br />influent of the wastewater treatment plant; or any <br />pollutant identified pursuant to Section 307(a) of <br />the Act: <br /> <br />Copper <br />Arsenic <br />Zinc <br />Cadmium <br />Lead <br />Mercury <br />Total Chromium <br />Si 1 ver <br />Nickel <br />Cyanide (NCN) <br />Chloroform <br />Free Oil <br />Phenolic compounds which <br />cannot be removed by the <br />City's wastewater treatment <br />processes <br /> <br />0.030 mg/1 <br />0.01 rog/1 <br />O. 1 rog/1 <br />0.015 n~j/1 <br />O. 1 rog/1 <br />0.01 rog/1 <br />O.1 mg/1 <br />O. 1 mcj/1 <br />0.1 mg/1 <br />0.01 rog/1 <br />1 mg/1 <br />~ rog/1 <br /> <br />O. 1 rog/1 <br /> <br /> <br />
