The City Engineer may require that any industrial user discharging or proposing to discharge wastewater to the wastewater disposal system file a periodic discharge report. The discharge report may include, but not be limited to, nature of process, rates of flow, mass dis- charge rate, raw material and production quantities, hours of operation, number and classification of employees, com- pliance status with any State of Federal pretreatment standards or other information which relates to the genera- tion of waste, including wastewater constituents and charac- teristics in the wastewater discharge. Such reports may also include the chemical constituents and quantity of liquor or gaseous materials stores on site, even though they may not normally be discharged. The City Engineer and any industrial user shall retain all reports and records for a period of not less then three (3) years in accordance with 40 CFR, Section 403.12(n) of the General Pretreatment Regulations for Existing and New Sources. Section 3. That Chapter 913, Wastewater Disposal, of the Streets and Public Services Code of the Codified Ordinances of the City of Lakewood be sup- plemented by enacting new Section 913.191 to read as follows: 913.191 ANNUAL PUBLICATION. A list of the industrial users which were not in compliance with any pretreatment requirement or standard at least once during the twelve (12) previous months, shall be published annually in a local newspaper. The notification shall also summarize any enforcement actions taken against the user(s) during the same twelve (12) months.
