Section 2. That Section 905.12 of the Streets and Public Services <br />Code of. the Codified Ordinances of the City of Lakewood, now reading as follows: <br /> <br />905.15 PICNIC AREAS; PERMIT FOR LARGE PICNICS. <br /> <br />Picnicking shall be restricted to those areas of the parks <br />designated for such purposes by the Director of Public <br />Works. However, groups of fifty or more persons, prior to <br />the holding of any such picnic, shall obtain a permit there- <br />for from the Director of Public Works. <br /> <br />shall be and the same is hereby amended to read as follows: <br /> <br />905.15 PICNIC AREAS; PERMIT FOR USE OF PICNIC PAVILIONS. <br /> <br />(a) Picnicking shall be restricted to those areas of the <br />parks designated for such purposes by the Superintendent <br />of Parks. <br /> <br />(b) Use of the Kiwanis Pavilion and/or the Shelter House <br />Pavilion situated in Lakewood Park shall be by permit only <br />issued by the Superintendent of Parks. The permit appli- <br />cant must be a Lakewood resident of the age of eighteen <br />years or older. <br /> <br />(c) No permit shall be issued to any individual represent- <br />ing a business organization, civic organization, club or <br />association, but excluding a family picnic gathering, un- <br />less such organization, etc. is based within the City of <br />Lakewood or its membership is comprised of not less than <br />fifty percent (50%) Lakewood residents. <br /> <br />(d) Any application for the permit provided for herein <br />who knowingly submits false information or statements in <br />the application shall be deemed guilty of a minor misdemean- <br />or. <br /> <br />(e) All picnic permit holders for groups of more than 25 <br />persons shall deposit with the Superintendent of Parks the <br />sum of Twenty Five ($25.00) Dollars to guarantee the cost <br />of cleaning the premises after use and/or any damage to <br />property which may occur. <br /> <br />(f) Permittees shall be responsible for clean-up of the <br />area of premises used and for any damage caused to pro- <br />perty. If the immediate area in which the picnic was held <br />is not cleaned, or the cost of repair of property damage <br />not remitted upon demand, the Superintendent of Parks <br />shall immediately cause such clean-up to be done and/or <br />the property damage to be repaired, and the permittee <br />shall forfeit said deposit; otherwise, said deposit shall <br />be refunded to the permittee. <br /> <br />(g) All permittees shall be liable for any loss or damage <br />to property in excess of any deposit made as provided for <br />herein. <br /> <br /> Section 3. That the Streets and Public Services Code of the Codified <br />Ordinances of the City of Lakewood is hereby supplemented by enacting new <br />Section 905.98 of the Parks Code to read as follows: <br /> <br />905.98 AUTHORITY OF SUPERINTENDENT OF PARKS. <br /> <br />The Superintendent of Parks is authorized to make and estab- <br />lish such additional rules and regulations, not otherwise <br />provided for and not inconsistent with the provisions of <br />this Chapter, as he may deen necessary to protect the pub- <br />lic in the use of the parks and the facilities located <br />therein and/or to protect and preserve such parks and facil- <br />ities. <br /> <br /> <br />
