ORDINANCE NO. 47-84 BY: Brown, Chinnock, Gallagher, Graham, Salmon, Wendling AN EMERGENCY ORDINANCE to amend Section 373.05, paragraph (a) of Section 373..06, paragraph (e) of Section 373.08, and Section 373.10 of the Traffic Code of the Codified Ordinances of the City of Lakewood relating to the licensing of bicycles. WHEREAS, the experience of the Police Department in the licensing of bicycles has disclosed that the original intent of the five year expiration of bicycle licenses has not materialized in thai; owners are not renewing said licenses, and WHEREAS, as a result of the lack of license renewal, additional expense has resulted in the waste of outdated licenses on hand, and WHEREAS, there has been caused filing problems to the Police Department and it is determined that licensesshould be issued which have no expiration date, and WHEREAS, it is also the recommendation of the Police Department that the license fee be increased to $2.00 to more appropriately reflect the actual costs, and WHEREAS, this ordinance constitutes an emergency measure providing for the immediate preservation of the public safety and welfare and for the usual daily operation of a municipal department; now, therefore, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That Section 373.05 of the Traffic Code of the Codified Ordinances of the City of Lakewood now reading as follows: 373.05 LICENSE APPLICATION. Application for registration of a bicycle shall be made to the Chief of Police upon forms provided by h~m, which shall contain the name and address of the applicant and the name, color and serial number of other identifying marks of the bicycle and other information as the Chief of Police shall deem pertinent. All licenses sold on or ofter August l, 1967, will be effective for a maximum of five years and will cost one dol- lar and fifty cents ($1.50) and such licenses shall expire as of the expiration date contained thereon. All licenses issued prior to August l, 1967 shall be valid for a period of three years from the date of issuance and until the fol- lowing August 1. shall be and the same is hereby amended to read as follows: 373.05 LICENSE APPLICATION. Application for registration of a bicycle shall be made to the Chief of Police upon forms provided by him, which shall contain the name and address of the applicant and the name, color and serial number of other identifying marks of the bicycle and other information as the Chief of Police shall deem pertinent. All licenses sold before or after May l, 1984, shall be ef- fective for as long as the applicant for such license re- mains the owner of the bicycle. The cost of such license shall be two dollars ($2.00).
