ORDINANCE NO. 58-84 BY: Brown, Gallagher, Graham, McBride, Salmon, Wendling AN EMERGENCY ORDINANCE authorizing the Mayor for and on behalf of the City of Lakewood to enter into a Lease Agreement with Sandra L. Athanas for the premises at 13614-16 Madison Avenue, Lakewood, Ohio, for the purpose of relocat- ing the City's Youth Services Office. WHEREAS, the premises located at 13614-16 Madison Avenue, Lakewood, O~lO, has recent)y changed hands and the ground floor storeroom of said premises is available for leasing, and WHEREAS, the owner of the above mentioned premises, Sandra L. Athanas, has indicated a willingness and desire to lease said premises to the City, and WHEREAS, the present facility of the City's Youth Services Office are inadequate and a move of that office to the Madison Avenue location woul~.in- crease its existing office space and permit the Youth Services Office to better serve the youth of the City, and ,n~, this Council determines that it is in the best interest of the City to relocate the City's Youth Services Office to the Madison Avenue lo- cation effective September 1, 1984, and WHEREAS, this ordinance constitutes an emergency measure providing for the immediate preservation of the public safety and welfare and for the usual daily operation of a municipal department; now, therefore, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That the Mayor for and on behalf of the City is hereby authorized and directed to enter into a five year term Lease Agreement with Sandra L. Athar~as, 1253 Hathaway Avenue, Lakewood, Ohio, for the entire ground floor of the two-story brick building located at 13614-16 Madison Avenue, Lake- wood, Ohio, for the purpose of relocating the City's Youth Services Office effec- tive September 1, 1984, said lease to be substantially in the form of the Lease Agreement attached hereto as "Exhibit A" and made a part hereof as if fully re- written herein provided that the ninety day clause shall be unrestricted. Section 2. It is found and determined that all formal actions of this Council concerning and relating to the passage of this ordinance were adopted in an open meeting of this Council, and that all such deliberations of this Coun- cil and of any of its committees that resulted in such formal action were in meetings open to the public, in compliance with all legal requirements including Section 121.22 of the Ohio Revised Code. Secticn 3. That this ordinance is hereby declared to be an emergency measure for the reasons stated in the preamble hereof and provided it receives the affirmative vote of two-thirds of all members of Council, it shall take ef- fect and be in force immediately upon its adoption and approval by the Mayor; otherwise, it shall take effect and be in force after the earliest period allow- ed by law.
