(2) No vehicle shall back from a street of delivery <br />onto a point of entry street without the assistance of a <br />second person to stop traffic and guide the driver while <br />backing his vehicle. <br /> <br /> '(3) The weight limitation provided for herein shall <br />not apply to vans of moving and storage companies engaged <br />in the business of moving household furniture and appli- <br />ances on the following streets in addition to those herein- <br />above set forth: BuntS Road; Warren Road southerly from <br />Franklin Boulevard to the City limits; Riverside Drive; <br />Hilliard Road; and Lakewood Heights Boulevard from Warren <br />Road to Alger Road. <br /> <br /> (4) OVerweight commercial vehicles making a necessary <br />delivery to premises fronting on any street not specifical- <br />ly set forth in paragraph (a)(1) herein shall not be <br />subject to the re-entry requirement, provided exit is made <br />by the shortest route to the next nearest specifically <br />designated street set forth in paragraph (a)(1) hereof. <br /> <br /> (5) The Mayor as Director of Public Safety is <br />authorized to place signs stating that no such vehicle or <br />unit in excess of six tons in weight as herein provided, <br />is allowed to be propelled or driven over the streets <br />within the City other than the streets herein named. <br /> <br /> Section 2. It is found and determined that all formal actions of <br />this Council concerning and relating to the passage of this ordinance were <br />adopted in an open meeting of this Council, and that all such deliberations of <br />this Council and of any of its committees that resulted in such formal action <br />were in meetings open to the public, in compliance with all legal requirements <br />including Section 121.22 of the Ohio Revised Code. <br /> <br /> Section 3. That this ordinance is hereby declared to be an emergency <br />measure for the reasons stated in the preamble hereof and provided it receives <br />the affirmative vote of two-thirds of all members; of Council, it shall take ef- <br />fect and be in force immediately upon its adoption and approval by the Mayor; <br />otherwise, it shall take effect and be in force after the earliest period allow- <br />ed by law and existing paragraph (a) of Section ;339.02 shall be and the same is <br />hereby repealed at such time. <br /> <br />Adopted: <br /> <br />Approved: <br /> <br /> <br />
