CB~PTER 111 <br /> <br />AND CO~TRACT ING <br /> <br />]]l.Ol Departmental Public Improvement Contracts. <br /> <br /> (a) Contracts for public improve~ents ·nd work and <br />repairs with respect to public improvements, other than contracts re- <br />latint to Lakewood Hospital, shall be swarded by the Director of Public <br />~orks upon approval by the Council. Adoption of an ordinance or resolu- <br />tion authorizin$ the preparation of pla~s or specifications, sa or- <br />dinance or resolution authorizint the ad~ertisint of request for bids <br />(where bidding shall be required) or any bther ordinance or resolution <br />which authorizes or approves the ay·rd of · contract shall constitute <br />the approval of the Council required by Section 3 of Article ¥ of the <br />Charter and this section. <br /> <br /> (b) Contracts described in division (a) of this section <br />in excess of Seven Thousand Five Hundred Dollars ($7,500) shall be <br />awarded by competitive bidding pursuant to Section 111.01 of the Codi- <br />fied Ordinances, unless competitive bidding is not required pursuant to <br />Section 111.0~ of the Codified Ordinances. <br /> <br />111.02 Other Departmental Contracts <br /> <br /> (a) All contracts, other than contracts for public <br />improvements described in division (a) of Section 111.01 of the Codified <br />Ordinances and other than contracts relating to Lakewood Hospital, shall <br />be awarded by the Mayor, the Director of Public Works, The Director of <br />Finance or the Director of Law as determined by the Hoard of Control, <br />upon the approval of the Hoard of Control established by division (b) of <br />this section. The Council hereby grants its approval of contracts not <br />in excess of $7,500 authorized by this section by the adoption of this <br />sect/on of the Codified Ordinances. <br /> <br /> (b) A Hoard of Control consisting of the Mayor, the <br />Director of Law, the Director of Finance and the Director of Public <br />~orks is hereby created. Contracts awarded pursuant to this section <br />shall be approved by the Hoard of Control by the execution of ·written <br />authorization or ratification of the contract by three of its members, <br />with or without s meeting. <br /> <br /> (c) Contracts described in division (a) of this section <br />in excess of Seven Thousand Five Hundred Dollars ($7,500) shall be <br />awarded by competitive bidding pursuant to Section lll.O& of the Codi- <br />fied Ordinances, unless competitive bidding is not required pursuant to <br />Section lll.0~ of the Codified Ordinances. <br /> <br />111.03 Lakevood Hospital Contracts <br /> <br /> ~(a) Pursuant to Section 3 of Article IX of the City's <br /> Charter the Hoard of Trustees of Lakewood Hospital (the "Hoard") shall <br /> have control over ·11 improvements to, work for, or repairs to the <br /> Hospit&l ss veil ·s the purchase of all necessary supplies, material.or <br />'equipment for the Hospital, 111 work done for the repair or improvement <br /> of the Hospital sh~ll ~e made either by direct employment of labor and <br /> the necessary supplies ·nd materials or by contract. The Hoard shall by <br /> resolution determine by which method any improvement shall be made. <br /> <br /> (b) All contracts described in division (a) of this <br />section and all other contracts with respect to the Hospital not speci- <br />fically described in such division shall be executed in the name of the <br />City by the Hospital's Administrator only after approval by the Hoard, <br />which approval shall be granted in tbs manner and under the circum- <br />stances prescribed in divisions (c) ~nd (d) of this section. <br /> <br />-2- <br /> <br /> <br />
