(c) Contracts involving expenditures by the Hospital in <br />excess of Ten Thousand Dollars ($10,000) shall be awarded by the Hos- <br />pital's Administrator to the lowest and best bidder only after specific <br />approval by the Board of Trustees of Lakevood Hospital and after compet- <br />itive bidding pursuant to Section lll.01 of the Codified Ordinances, <br />unless competitive bidding is not required pursuant to Section 111.04 of <br />the Codified Ordinances. <br /> <br /> (d) Pursuant to Sectios 2 of Article I ned Section 3 of <br />Article XX of the City's Charter, the Council hereby authorizes the <br />Board of Trustees of Lakevood'Hospital to determine, by resolution, that <br />contracts and expenditures not in excess of an amount stated in such <br />resolution, which stated amount shall not'be greater than Ten Thousand <br />Dollars ($10,000), may be awarded er made by the Hospital's Adminis- <br />trator without competitive bidding and without any further specific <br />approval by the Board, provided that the Council shall have appropriated <br />monies for general purposes that are appropriate for the contract or <br />expenditure, and further provided that tl~e provisions of Sections &, 5, <br />and 6 of Article ¥III of the City's Charter, respecting the Finance <br />Director's certificate of the availabilit7 of funds, are complied with. <br />By the adoption of such resolution, the Board will conclusively grant <br />its approval for contracts and expenditures not in excess of the amount <br />stated in such resolution. Any such resolution nay be mnended from <br />time to time or repealed by the adoption of subsequent resolutions by <br />the Board. In the event such a resolution is not adopted or is adopted <br />and subsequently repealed, the Board shall approve all contracts speci- <br />fically. <br /> <br />111.04 Bidding <br /> <br /> (a) Contracts awarded by the Director of Public Works <br />pursuant to division (a) of Section 111.01 of the Codified Ordinances, <br />contracts awarded by the Hayor, the Director of Public Works, the Direc- <br />tor of Finance or the Director of Lay pursuant to division (a) of Sec- <br />tion 111.02 Of the Codified Ordinances which are in excess of Seven <br />Thousand Five Hundred Dollars ($7,500) sl~all be awarded to the lowest <br />and best bidder after advertisement for not less than once in a news- <br />paper of general circulation within the City, and contracts awarded by <br />the Administrator of Lakevood Hospital pursuant to Section 111.03 of the <br />Codified Ordinances which are in excess of Ten Thousand Dollars <br />($I0,000) shall be awarded to the lowest and best bidder after adver- <br />tising and competitive bidding for not less than once in s newspaper of <br />general circulation within the City; except that the following contracts <br />may be avarded without advertising and competitive bidding and without <br />meeting other requirements imposed by this section: <br /> <br /> (1) Contracts for professional or technical ser- <br />vices, including, without limitation, services of engineers, archi- <br />tecta, attorneys, accountants or other professional or technical <br />consultants; <br /> <br /> (2) Contracts for the services and york of-a Con- <br />struction lianeger. ~d used in this sub-section "Construction <br />Nanager" means s person, fire or corporation with substantial. <br />discretion and authority to menage or direct a project fo{ the <br />construction, demolition, alterati0n, repair or reconstruction of <br />any public butldinl, structure, street, highway or other improve- <br />ment; whenevez the City intends to enter into · contract to engage <br />a Construction Hanager, the A~arding Authority shall first adver- <br />tise, in a newspaper of general circulation in the county where the <br />contract Ix to be performed, notice of its intent to engage a <br />Construction Manager, which notice shell invite interested parties <br />to submit proposals for consideration and ~hich notice shall be <br />published at least thirty days prior to the date for accepting such <br />proposals; and the Awarding Authority may also advertise the <br /> <br /> <br />
