information contained in the notice in appropriate trade Journals, <br />as deter~ined by the Awarding Authority, and the Awarding Authority <br />may otherwise notify persons, firms or corporations believed by the <br />Awarding Authority to be interested i~ such engagement; <br /> <br /> (3) Contracts whic~ are determined By the Council, <br />or in the case ~f ~akewood Hospital the Hos~ital~s Board of Trus- <br />tees, to be necessary to meet an emergency arising in connection <br />with the the operation or maintenance of any City department, <br />agency, LakewoOd Hospital, or any equipment, property, improvement <br />or facility of the City or the Hospital; including, without li~ita- <br />tion, contracts for work, services,, construction, reconst~c~ion, <br />renovation or repairs; _ <br /> <br /> (1) Contracts ~or the purchase or lease of real <br />property, which contracts are specifically approved by the Council, <br />except that ~eases with respect to matters under the control of the <br />Board of T~stees of Lakevood Hospital shall be approved by the <br />Hospital's Board of Trustees; <br /> <br /> ,(5) Contracts for the purchase of used personal <br />property, ~aterial or supplies which are to be sold by the sub- <br />~ission of written bids or at an auction open to the public; <br /> <br /> (6) Contracts for tl~e purchase of real or personal <br />property, services, york, equipment, supplies or materials from any <br />department, division, agency, political subdivision or district or <br />authority of the State of Ohio or any &gency of a political sub- <br />division or a regional council of governments. <br /> <br /> (7) Contracts awarded pursuant to Section 111.02 of <br />this Chapter for the purchase or lease of computer hardware or <br />software where the Board of Control has deter~ined that it is <br />either (i) /~npractical to award the contract under competitive <br />biddin~ procedures, or (ii) cost-effective and in the best inter- <br />eats of the City to sward the contract without competitive bidding; <br />and, in such cases, the Board of Control has approved a form of the <br />contract to be awarded without competitive bidding. Contracts <br />swarded pursuant to Section 111.03 of this Chapter for the purchase <br />or lease of computer hardware or software where the Board of Hospi- <br />tal Trustees has determined that it is either (i) /~practical to <br />sward the contract under competitive bidding procedures, or (ii) <br />cost-effective and in the best interests of the City to sward the <br />contract without co~petitive bidding; and, in such cases, the Board <br />of Hospital Trustees has approved a for= of the contract to be <br />awarded without competitive bidding. <br /> <br /> (8) Contracts, including leases, which may be <br />awarded under the statutes, or rules promulgated thereunder, of the <br />State of Ohio without competitive bidding; <br /> <br /> (9) Contracts for such purposes which may be <br />awarded without competitive bidding under principles of the comnon <br />law or case law of the State of Ohio, and <br /> <br /> (10) Contracts under other circumstances, where the <br />Cou~ctI determines that it is either (i) impractical to award the <br />contract under competitive bidding procedures, or (ii) cost-effec- <br />tive sn~ in the best interests of the City to award the contract <br />without competitive bidding; and, ~a such cases, the Council has <br />approved s for= of the Contract to Be awarded without competitive <br />bidding. <br /> <br />mean: <br /> <br />(b) As used in this section, "Awarding Authority" shall <br /> / <br /> <br />-4- <br /> <br /> <br />
