ORDINANCE NO: 98-84 <br /> <br />BY:Brown, Chinnock, <br /> Gallagher, Graham, <br /> M6Bride, Salmon, <br /> Wendling <br /> <br /> AN ORDINANCE to enact new Chapter 913 of the Streets and <br />Public Services Code of the Codified Ordinances of the City of <br />Lakewood relating to regulation of the use of municipal and private <br />sewers and drains and the discharge of waters and waste into the <br />public sewer system and repealing existing Chapter 913. <br /> WHEREAS, the said Environmental Protection Agency requires <br />municipalities who accept design and construction grants to assure <br />that sewers are used in a proper manner in compliance with applic- <br />able federal regulations and with good engineering practices, and <br /> WHEREAS, pursuant to Ordinance 59-78 adopted July 5, 1978, <br />the City provided certain assurances of compliance to the Federal <br />Environmental Protection Agency in connection with the City's appli- <br />cation for its Step 2 Grant and the proposed modification of the <br />wastewater treatment plant, and <br /> WHEREAS, Ohio Environmental Protection Agency has mandated <br /> certain changes in our existing Pretreatment Program to bring the <br /> City into compliance with new Pretreatment Standards, and this <br /> Council determines it to be in the best interest to the City to <br /> enact such legislation to incorporate the new regulations into <br /> our existing Sewer Use Program, and <br /> WHEREAS, this Council determines it to be in the best <br /> interest of the City to enact such legislation to provide for the <br /> regulation of the use of municipal and private sewers and drains, <br /> individual wastewater disposal, the installation, connection and <br /> disconnection of building sewers and the discharge of waters and <br /> waste into the public sewer system, now, therefore; <br /> BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, <br /> STATE OF OHIO: <br /> Section 1.~ That Part 9 of the Streets and Public Services <br /> Code by and the same is hereby supplemented by enacting new Chapter <br /> 913 to read as follows: <br /> <br />CHAPTER 913 - WASTEWATER DISPOSAL <br /> <br />Section 913.01: PURPOSE & POLICY <br /> <br />a) This Chapter sets forth uniform requirements for discharges into <br /> the City's wastewater disposal system and enables the City to <br /> comply with all State and Federal Laws. <br /> <br />b) The objectives of this Chapter are: <br /> <br />1) To prevent the introduction of pollutants into the wastewater <br /> disposal system which will interfere with the operation of the <br /> system or the use or disposal of the sludge; <br />2) To prevent the introduction of pollutants into the wastewater <br /> disposal system which will pass through the system inadequately <br /> treated into receiving waters or the atmosphere or otherwise be <br /> incompatible with the system; and. <br />3) To improve the opportunity to recycle and reclaim wastewater <br /> and sludge from the system. <br /> <br /> <br />
